JOB PURPOSE
To support the implementation of Health, Safety, and Environment (HSE) policies, procedures, and programs on-site, ensuring day-to-day compliance with legal and organizational requirements. The HSE Officer is responsible for conducting inspections, supporting incident investigations, delivering toolbox talks, and promoting a safe, healthy, logistic plans and environmentally responsible workplace under the guidance of the HSE Manager, once onboard.
KEY ACCOUNTABILITIES AND RESPONSIBILITIES
• Conduct regular safety inspections and risk assessments to identify potential hazards in the workplace.
• Ensure that identified hazards are reported and addressed through corrective actions.
• Able to make a Risk Assessment form as per regular safety inspections.
• Support day-to-day compliance with health and safety laws, regulations, and standards at the site/work location.
• Keep up to date with health and safety legislation and industry’s best practices.
• Assist the HSE Manager in implementing and reviewing health and safety policies, procedures, and programs at the site level.
• Deliver toolbox talks and safety training/inductions for employees on proper use of equipment, emergency protocols, first aid, and other relevant health and safety topics.
• Organize drills, such as fire drills, to ensure readiness in emergencies
• Support the investigation of accidents, near misses, and safety-related incidents, and help determine causes and propose corrective actions.
• Maintain detailed records of incidents and accidents.
• Prepare Daily, Weekly and Monthly HSE Reports on health and safety performance, including accident rates, safety inspections, and training records, and submit to the HSE Manager.
• Maintain records of all safety-related documentation for compliance purposes.
• Support the implementation of emergency response procedures (e.g., fire, chemical spills, medical emergencies).
• Ensure that all employees are aware of and trained in emergency procedures.
• Monitor the correct use of safety equipment and ensure that appropriate PPE is available to employees and inspection, and maintenance of Personal Protective Equipment (PPE).
• Regularly inspect safety equipment for maintenance and replace damaged items
• Work closely with managers, supervisors, and employees to foster a safety culture.
• Recommend improvements to workplace safety practices and culture.
• Stay informed about new safety technologies and practices that can enhance workplace safety.
• Conduct and report daily and weekly to the HSE Manager on HSE toolbox talks and site walkarounds to ensure ongoing compliance and hazard identification.
• Investigate accidents, incidents, near misses, and unsafe conditions, and prepare detailed investigation reports with recommendations.
• Monitor high-risk activities, including excavation, lifting operations, work at height, confined space entry, hot work, and electrical work.
• Inspect firefighting equipment, first aid facilities, emergency exits, and welfare facilities to ensure readiness and compliance.
• Monitor housekeeping standards, waste management practices, environmental protection measures, and pollution prevention controls.
• Maintain accurate HSE records, inspection reports, incident reports, training records, and statutory documentation.
• Conduct regular HSE audits and inspections to verify compliance with company procedures, client requirements, and applicable legislation.
• Follow up on corrective and preventive actions to ensure timely closure of identified findings.
• Promote a positive safety culture through effective communication, coaching, employee engagement, and continuous improvement initiatives.
• Ability to work independently and effectively within multidisciplinary teams
MINIMUM QUALIFICATIONS & EXPERIENCE
• Diploma or Bachelor’s degree in health and safety, environmental, occupational health, or a related field/equivalent.
• Professional HSE certification such as IOSH Managing Safely or NEBOSH International General Certificate (IGC) is preferred
• Bachelor with minimum 7 years of experience in a health and safety role, preferably in a similar industry (Facilities management/Construction)
• Diploma with minimum 10 years of experience in a health and safety role, preferably in a similar industry (Facilities management/Construction)
• Experience in construction or high-rise building projects is an advantage
• Familiarity with international HSE management standards, including ISO 45001 (Occupational Health and Safety) and ISO 14001 (Environmental Management).
• Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
• Good command of written and spoken English language skills is an advantage.
