About the Company Petroleum Development Oman (PDO) is the leading oil and gas exploration and production company in the Sultanate of Oman. It is a joint venture between the Government of Oman, Shell, TotalEnergies, and PTTEP. Established in 1937 and headquartered in Muscat, PDO is responsible for producing most of Oman’s crude oil and nearly all of its natural gas.Purpose of the Job To support the delivery and maintenance of standard, consistent and realistic cost estimates reflecting the assessed risk parameters for each project.Education & Experience Engineering Degree and Certification as a Cost Estimator or equivalent experience. Minimum 4 years industry experience in estimator positions on large oil & gas project. Good analytical, oral and written communication skills. Good working knowledge of Cost Estimating principles, techniques and industry standard tools.Main Responsibilities Methodologies and tools for Cost Estimates- Utilise cost methodologies and tools to support production of cost estimates. Incorporate project complexity factors into project estimates.Support the assessment of prospect scope and main components to develop consistent "building block" estimates (Type-2) for each concept under consideration. UtiliseTechnical, Economical, Commercial, Organisational & Political (TECOP) profile to establish appropriate deterministic cost contingency.Assist the translation of the identified project scope and engineering deliverables into the estimate of capital expenditure costs for design, procurement, construction, installation, commissioning and start-up of the hardware elements (Type-3). Estimate composed of detailed MTOs matched with detailed pricing and construction unit hours. Identify areas of uncertainty and apply appropriate allowances.Assist the development of detailed project cost estimate (Type-4). Incorporation of project actuals to date and detailed MTOs matched with detailed pricing and construction unit hours for to-go costs.Provide input to the Estimate Basis to document how estimate was developed.Assist preparation of input to Probabilistic Cost & Schedule Risk Analysis.Utilise the PDO standard tools and processes
