Job Summary: The role is expected to manage multiple software development initiatives simultaneously and deliver high-quality, scalable, secure, and maintainable software solutions that support the University's operational, academic, and strategic objectives. The position serves as the University's primary software development resource and is responsible for the design, development, enhancement, integration, documentation, and ongoing support of institutional applications and digital services. The IT Programmer is responsible for designing, developing, implementing, and maintaining the University's institutional systems and applications. The role supports digital transformation initiatives by delivering scalable and secure technology solutions, integrating enterprise systems, and ensuring the effective operation of core platforms, including SIS,ERP, and other business applications. The IT Programmerworks closely with academic and administrative departments to improve operational efficiency and enhance user experience through technology. Key Duties and Responsibilities: Design, develop, test, deploy, maintain, and continuously enhance custom software applications, web portals, mobile applications, dashboards, and reporting solutions to support University operations. Manage multiple software development projects concurrently while ensuring timely delivery, adherence to quality standards, and alignment with business requirements. Participate in the full software development lifecycle, including requirements gathering, solution design, development, testing, deployment, documentation, maintenance, and post-implementation support. Develop workflow automation solutions and digital services to improve operational efficiency and enhance user experience across academic and administrative departments. Design, develop, and maintain APIs, integrations, and data exchange mechanisms between internal and external systems. Ensure all software solutions are designed, developed, tested, documented, and maintained in accordance with international best practices, software development standards, secure coding principles, quality assurance methodologies, and cybersecurity requirements. Ensure developed applications are scalable, secure, reliable, maintainable, well-documented, and aligned with University standards and long-term operational requirements. Maintain and support existing internally developed applications and continuously enhance functionality based on operational needs and stakeholder requirements. Maintain comprehensive technical and functional documentation, including system architecture, source code documentation, database schemas, integration specifications, configuration settings, deployment procedures, support guides, and user manuals to ensure business continuity, maintainability, and effective knowledge transfer. Provide technical knowledge transfer, cross-training, mentoring, and training to designated University personnel to ensure developed applications can be effectively supported, maintained, enhanced, and transitioned following staff changes or organizational requirements. Prepare and maintain training materials, technical guides, and system walkthrough documentation to facilitate ongoing support and future development activities. Perform code reviews, system testing, troubleshooting, debugging, performance tuning, and application optimization to ensure high system availability, reliability, and performance. Ensure all developed applications are fully documented and supported by appropriate technical, functional, and operational documentation to facilitate future maintenance, upgrades, troubleshooting, and transition to other technical personnel when required. Identify opportunities for automation and process improvement across the University. Ensure compliance with data protection requirements, cybersecurity standards, and University policies. Provide technical support and user training related to institutional systems and applications. Stay informed of emerging technologies and recommend innovative solutions. Perform any other duties assigned by the of Manager Infrastructure & Information Systems. Skills and Competencies: Ability to manage multiple software development assignments and competing priorities simultaneously while meeting agreed deadlines. Strong software design, programming, debugging, troubleshooting, and application architecture skills. Strong understanding of software development best practices, coding standards, version control, testing methodologies, software documentation standards, and secure software development principles. Experience developing scalable, maintainable, and secure enterprise applications and system integrations. Ability to independently design, develop, implement, and support software solutions with minimal supervision. Strong analytical and problem-solving skills with the ability to translate business requirements into effective technical solutions. Proficiency in programming languages and web development technologies. Experience with database management systems and SQL. Knowledge of API development and system integration. Familiarity with enterprise applications such as ERP, SIS, and LMS platforms. Knowledge of data visualization and reporting tools. Understanding of cybersecurity principles and data protection requirements. Strong analytical, problem-solving, and troubleshooting skills. Excellent communication and stakeholder management skills. Ability to manage multiple priorities and work collaboratively across departments. Strong organizational skills with attention to detail and commitment to continuous improvement.
