Job Purpose: Completion of tasks related to the design and maintenance of software, systems, and applications in the stock exchange, and provides the necessary support to address deviations and any technical problems that may face operational processes and find the appropriate solutions for them, in coordination with the relevant organizational units. Key Responsibilities / Accountabilities: Implementations of the approved operating plan for the department, to ensure its continuous compliance with key performance indicators, and takes the necessary steps to address deviations wherever they are found to achieve those goals, in accordance with the laws, regulations, and systems in force and the instructions of the regulatory authorities, and the policies and procedures approved by the stock exchange. Develops the operations related to evaluating the uses and needs of the software, systems, and applications in the stock exchange, and oversees their development, and provides recommendations for making improvements to them. Develops the relevant organizational units in the evaluation, development, and updating of the software, applications, and systems in use, and raises all recommendations and shares all necessary data and information in a way that ensures the achievement of the set goals and in accordance with the operating plan. Coordinates the operations with the relevant organizational units with regard to database management and the operations and timing of backup storage for software, applications, and systems. Develops the implementation of the policies and procedures approved by the stock exchange in the continuity of operation of the software, applications, and systems in use during emergency and crisis periods. Oversees the periodic and emergency maintenance operations on the software, applications, and systems in use by finding solutions to all the problems and difficulties that it faces, correcting all the deviations resulting from it, and recommending future solutions to avoid it. Develops the programming design studies before the design process, supervises the experience of the programs and tests them, and records and documents the procedures for the operation of the programs and systems used. Committed to implementing all the tasks assigned to him related to the governance and information technology framework. Reporting of risks and events that occur in the circle to the circle of risks. Perform any other work that is determined by the director of the circle. Perform the tasks of one of the employees in the department or circle in the event of absence for any reason. Qualifications: Bachelor Degree in Programming or any other related fields with +4 years' experience. Skills: Solid understanding of Applications principles, practices, and technologies Minimum 4 years’ experience in (C# , Oracle PL/SQL , Web Development , Mobile Developer). Experience in managing teams and implementing Systems programs such as Linux, Oracle. Detailed oriented and highly organized. Excellent verbal and written communication skills in Arabic & English. Time Management. Ability to work under pressure. الغرض من الوظيفة: تنفيذ المهام المرتبطة بتصميم وصيانة البرمجيات والأنظمة والتطبيقات في سوق الأوراق المالية، وتقديم الدعم الفني اللازم لمعالجة الانحرافات وأي تحديات تقنية قد تواجه العمليات التشغيلية، مع ضمان تحديد الحلول المناسبة بالتنسيق مع الوحدات التنظيمية ذات العلاقة. المسؤوليات والمهام الرئيسية: تنفيذ خطة التشغيل المعتمدة للإدارة بما يضمن تحقيق مؤشرات الأداء الرئيسية بشكل مستمر، واتخاذ الإجراءات التصحيحية اللازمة لمعالجة أي انحرافات، وفقًا للتشريعات واللوائح والأنظمة المعمول بها وتعليمات الجهات الرقابية، وكذلك السياسات والإجراءات المعتمدة في سوق الأوراق المالية. تطوير عمليات تقييم احتياجات واستخدامات البرمجيات والأنظمة والتطبيقات في السوق، والإشراف على تطويرها، وتقديم التوصيات اللازمة لتحسينها وتعزيز كفاءتها. دعم الوحدات التنظيمية ذات العلاقة في تقييم وتطوير وتحديث الأنظمة والتطبيقات والبرمجيات المستخدمة، وتقديم كافة التوصيات والبيانات والمعلومات اللازمة بما يضمن تحقيق الأهداف وفق خطة التشغيل. التنسيق مع الوحدات التنظيمية ذات العلاقة في ما يتعلق بإدارة قواعد البيانات وتنظيم عمليات النسخ الاحتياطي (Backup) من حيث الإجراءات والتوقيت. تطوير وتنفيذ السياسات والإجراءات المعتمدة لضمان استمرارية تشغيل الأنظمة والتطبيقات والبرمجيات، خاصة خلال حالات الطوارئ والأزمات. الإشراف على أعمال الصيانة الدورية والطارئة للأنظمة والتطبيقات والبرمجيات، ومعالجة المشكلات والتحديات، وتصحيح الانحرافات، واقتراح حلول مستقبلية لتفادي تكرارها. إعداد وتطوير دراسات تصميم البرمجيات قبل مرحلة التنفيذ، والإشراف على اختبار البرامج والتأكد من كفاءتها، وتوثيق إجراءات تشغيل الأنظمة والبرمجيات. الالتزام بتنفيذ كافة المهام المرتبطة بحوكمة وإطار تقنية المعلومات. الإبلاغ عن المخاطر والأحداث التشغيلية إلى الجهة المختصة بإدارة المخاطر. تنفيذ أي مهام أخرى يتم تكليفها من قبل مدير الدائرة. القيام بمهام أحد موظفي الإدارة أو الدائرة في حال غيابه لأي سبب. المؤهلات: درجة البكالوريوس في البرمجة أو أي تخصص ذي صلة. خبرة عملية لا تقل عن 4 سنوات في مجال ذي علاقة. المهارات: فهم عميق لمبادئ وممارسات وتقنيات تطوير وإدارة التطبيقات. خبرة لا تقل عن 4 سنوات في: (C#، Oracle PL/SQL، تطوير الويب، تطوير تطبيقات الهواتف الذكية). خبرة في إدارة الفرق والعمل على أنظمة مثل: (Linux، Oracle). دقة عالية في العمل واهتمام بالتفاصيل، مع قدرات تنظيمية متميزة. مهارات تواصل ممتازة شفهيًا وكتابيًا باللغتين العربية والإنجليزية. مهارات قوية في إدارة الوقت وتحديد الأولويات. القدرة على العمل تحت الضغط وفي بيئات ديناميكية.
