Role Description The HSE & Competent Permit Holder is a full-time, on-site role based in Muscat, responsible for overseeing health, safety, and environmental compliance across real estate development and construction activities. This role involves coordinating and implementing HSE policies, procedures, and permit-to-work systems, ensuring that operations meet regulatory requirements and internal standards. Day-to-day tasks include conducting site inspections and risk assessments, monitoring safety performance, and ensuring that contractors and staff adhere to safety protocols. The role also manages incident reporting and investigation, supports emergency preparedness and response, and maintains accurate documentation and permits for all relevant activities. In addition, the HSE & Competent Permit Holder provides training and guidance to project teams, promotes a strong safety culture, and collaborates with project managers and consultants to integrate HSE considerations into planning and execution.Qualifications10+ years of experience as an HSE & CP Holder in Substation projects.Candidates should possess strong Environment Health and Safety (EHS) and Health & Safety expertise, including understanding of relevant regulations, standards, and best practices in construction and real estate development.Candidates should possess Environmental Awareness and Occupational Health knowledge, with the ability to identify risks, implement preventive measures, and support employee well-being on-site.Candidates should possess Training skills, including the ability to deliver HSE inductions, toolbox talks, and competency-building sessions for staff and contractors.Relevant certifications in HSE (e.g., NEBOSH, IOSH, or equivalent) and proven experience in permit-to-work systems or as a competent permit holder in construction or real estate projects are highly beneficial.A diploma or degree in Occupational Health, Safety, Environmental Science, Engineering, or a related field, along with strong communication, reporting, and stakeholder coordination skills, is preferred.Demonstrated ability to work on-site, handle multiple projects, and respond effectively to incidents and emergencies in a fast-paced development environment is advantageous.
