Job Function The Director of Resources and Community Services provides strategic and operational leadership for A’Sharqiyah University (ASU) Sur Campus resource management, administrative services, community engagement, and training activities. The role is responsible for implementing approved strategies, ensuring efficient resource utilization, supporting institutional sustainability, and overseeing service delivery in alignment with university policies, regulatory requirements, and performance objectives. Responsibilities The Director of Resources and Community Services at ASU Sur Campus shall: A. Resource Planning & Operational Governance • Provide leadership and oversight of financial, human, physical, and administrative resources at Sur Campus, ensuring alignment with university strategies and approved operational plans. • Implement policies, procedures, and governance frameworks related to resource management in coordination with the main campus and DVCRCS Office. • Ensure effective coordination across administrative units to maintain service efficiency, compliance, and accountability standards. B. Financial Management & Cost Control • Support the preparation and execution of campus operational and capital budgets in coordination with Finance Department. • Monitor expenditure, cost efficiency, and budget utilization to ensure financial discipline and compliance with approved limits. • Contribute to revenue-generating initiatives, including training programs and service-based activities, in line with approved business models. C. Human Capital & Administrative Services • Oversee administrative services including procurement coordination, contracts follow-up, logistics, asset management, IT services, and general administration at Sur Campus. • Support workforce planning, staffing coordination, and performance management processes in collaboration with Human Resources Department. • Promote service excellence, operational efficiency, and continuous improvement across all administrative functions. D. Projects & Infrastructure Coordination • Coordinate implementation of campus projects, facilities development, and infrastructure readiness in alignment with approved plans and timelines. • Monitor project progress, service readiness, and operational handover in coordination with relevant departments and contractors. • Ensure compliance with health, safety, environmental, and regulatory requirements across campus facilities and operations. E. Student Dormitories & Campus Services • Oversee student accommodation services at Sur Campus, ensuring compliance with university standards for safety, welfare, and service quality. • Implement dormitory policies, procedures, and operational controls as approved by the University. • Monitor service delivery to enhance student experience and campus life quality. F. Public Relations & Campus Representation • Coordinate public relations and communication activities at Sur Campus in alignment with the University’s central PR and Media policies. • Support institutional image, stakeholder engagement, and campus-level events and initiatives. • Ensure consistency in messaging, branding, and external representation. G. Community Service & Training Programs • Support the implementation of community service initiatives aligned with Oman Vision 2040 and University priorities. • Coordinate training programs, professional development initiatives, and community engagement activities at Sur Campus. • Assist in developing partnerships with government, private sector, and community stakeholders. H. Governance, Risk & Compliance • Ensure adherence to University Byelaws, Executive Regulations, and applicable regulatory requirements. • Monitor operational risks within Sur Campus services and implement mitigation actions in coordination with relevant departments. • Support closure of audit observations and compliance requirements. I. Reporting & Performance Monitoring • Monitor operational performance indicators related to resources, services, and community engagement. • Prepare and submit periodic reports to campus leadership and relevant university units. • Support implementation of KPIs and continuous improvement initiatives across the campus. J. Other Duties • Perform any other duties assigned by the Assistant Vice Chancellor for Sur Campus consistent with the nature and scope of the position. Experience • 8–10+ years of progressive experience in administrative management, operations, or resource management within a university or similar institutional environment. Skills • Knowledge of institutional governance, administrative operations, and resource management frameworks • Financial awareness and budget monitoring capabilities • Project coordination and operational planning skills • Understanding of higher education regulations and compliance requirements • Strong leadership, team management, and stakeholder coordination skills • Ability to monitor performance indicators and support data-driven decision-making • Effective communication skills (reports, coordination, presentations) • Proficiency in administrative systems and digital tool Qualification • Bachelor’s degree in Business Administration, Management, or related field (Master’s degree preferred).
