Job title VP Industrial Localization Grade Stream Growth Function Industrial Localization Location Oman Budget control *OPEX and/or CAPEX and/or Revenue amount as relevant* Reporting to Chief Growth Officer Direct Reports 2 Job purpose Vice President – Industrial Localization is responsible for establishing and leading the Group’s Industrial Localization function and strategy, execution oversight, and performance. The role drives the industrial localization strategy and roadmap, ensures alignment with corporate growth initiatives, investments, and partnerships, and oversees value realization and compliance with approved localization objectives. The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives. Main tasks and responsibilities Lead and implement OQ’s Industrial Localization strategy in line with Growth strategy and priorities. Drive industrial localization initiatives across priority portfolios (Polymer, Mining & Metals, Petrochemicals/Chemicals, and Oil & Gas). Ensure alignment of Industrial Localization objectives with growth initiatives, investments, and strategic partnerships. Integrate localization requirements into growth planning, investment development, and partnership structures. Coordinate Industrial Localization activities across business units, assets, and corporate functions to ensure consistency and effective delivery. Oversight of Industrial localization of downstream in Refining, Petrochemicals and Aluminum sectors. Oversee performance monitoring, value realization, and compliance against approved Industrial Localization objectives. Review and align Industrial Localization KPIs, dashboards, and executive‑level reporting. Ensure effective governance, transparency, and auditability of Industrial Localization initiatives. Lead and develop the Industrial Localization function under Corporate Growth, ensuring effective utilization of resources. Represent OQ on Industrial Localization matters with external stakeholders, including partners and relevant government entities, as required. Lead the delivery of the industrial localisation ICV in alignment with the national local content strategy. Office environment, Travel. Education requirements Minimum Qualifications for this position are a bachelor’s degree in Engineering, Business Administration, Economics, or related discipline. Postgraduate qualification (MBA or equivalent) is an advantage. Language Excellent knowledge of written, read, and spoken English (required) | Arabic - Native (desirable) Background and experience Competencies and skills A minimum of 14-16 years of work experience, Senior leadership experience in industrial development, growth strategy, investments, or large‑scale value‑creation initiatives. Proven exposure to multi‑sector and multi‑entity environments within a group structure. Strong experience engaging at executive, with demonstrated governance maturity. Experience working with partnerships and national development objectives is highly desirable. Soft Skills: Strong strategic leadership and ability to operate at executive. Ability to influence, align, and drive consensus across complex, multi‑stakeholders. Strong communication skills, both verbal and written. High level of political / G2G awareness and organizational savvy. Results‑oriented leadership style with a focus on value realization and national impact. Technical Skills Strong understanding of industrial development, localization frameworks, and downstream value creation Proven experience in integrating localization objectives with growth initiatives, investments, and partnerships. Advanced capability in performance management, KPI setting, and value‑realization oversight. Strong governance mindset with experience in executive reporting, compliance, and auditability. Solid commercial acumen and understanding of investment, partnership, and industrial project structures. Ability to interpret performance dashboards, analytics, and management insights to support decision‑making. Familiarity with regulatory, national development, and local content requirements relevant to industrial localization.
