<p dir = "auto"><strong>Purpose</strong></p>
<p dir = "auto">Develop, seek approval, and manage the implementation of the health, and Safety plans, and programs across all sites of OMRAN projects and all related operations in accordance with Omani & International legislation, the organization’s business strategy and values and global best practices so as to reinforce a culture of safety compliance and provide a safe working environment.</p>

<p dir = "auto"><strong>Responsibilities</strong></p>
<ul dir="auto">
<li>Plan and oversee all HSE activities in line with the approved QHSSE strategy and corporate objectives and policies while providing professional advice and assistance to all departments on HSE issues to facilitate effective implementation of the defined campaigns. </li>
<li>Identify potentially hazardous areas or jobs and develop update and revise safety procedures which will eliminate or prevent accidents.</li>
<li>Communicate the approved operational procedures and instructions to all staff in the site and monitor their adherence so that work is carried out in a controlled manner.</li>
<li>Ensure effective liaison with all operations on site to collate data on project activity, conduct occupational HSE–impact assessments and direct the conducting of further studies to identify areas of improvement, and report findings to management for management decision making.</li>
<li>Lead the Incident Investigation teams to find out the root cause of the incident and provide recommendations to prevent recurrence of accidents.</li>
<li>Manage the timely collation of findings from Near miss reports and the conduct of root cause analyses etc., develop presentations to update management and facilitate prompt enhancements to HSE procedure to minimize recurrence of incidents and ensure establishment of a safe working environment at all OMRAN operations.</li>
<li>Ensure periodic visits to all site operations to ensure compliance to defined HSE standards and initiate investigations into all type of accidents in liaison with the HSE Management on site, while reporting any non-conformances to the management.</li>
<li>Conducts surveillance of employees both company and contractors through regular health checks to ensure compliance with all health regulations.</li>
<li>Lead the development of a detailed analysis of all site operations and new project activities with potentially significant risk, prior to commencement of the job and prepare and seek approval for an assessment of the risk and suggest measures to control the risk during implementation. </li>
<li>Implement and supervise the HSE audits across OMRAN and all site operations, in collaboration with onsite HSE personnel, to ensure compliance with established HSE standards and ISO 45001:2018 Standard.</li>
<li>Conduct training and orientation for OMRAN staff and provide leadership and guidance OMRAN Projects team.</li>
<li>Ensure timely reporting to Management on potential consequences of faults/omissions with recommendations for corrective actions.</li>
<li>Facilitate government official’s visits to OMRAN’s project site to ensure HSE compliance.</li>
<li>Ensure effective cascading of the QHSSE strategy into business plans to ensure vertical alignment and horizontal integration with other interfacing departmental strategies.</li>
<li>Development and implementation of Health, Safety and Environment plans, policies, policies, and practices to ensure sustainable development.</li>
<li>In liaison with the Director - QHSSE, contribute to the development and formulation of the HSE Strategy ensuring alignment to the vision, mission, and the business strategy.</li>
<li>Identify gaps in the current practices and undertake improvement initiatives.</li>
<li>Ensure continuity of the ISO 14001:2015, ISO 9001:2015, ISO 45001:2018 certification through periodical audit plans and mechanisms.</li>
<li>Manage the effective achievement of departmental objectives through the leadership of the QHSE department and the setting of individual objectives, recruiting qualified staff, managing performance, developing, and motivating staff, provision of formal and informal feedback and appraisal – to maximize subordinate and departmental performance.</li>

<p dir = "auto"><strong>Education & Experience</strong></p>
<ul dir="auto">
<li>Bachelor’s degree or similar certification in engineering or any related field.</li>
<li>Lead Auditor certification for ISO 14001:2015, ISO 9001:2015, ISO 45001:2018 is preferred.</li>
<li>A minimum of 8 years of experience in HSE operations within a company, preferably of similar size and scale as OMRAN.</li>
<li>Training and/or certifications in Quality Management, Health and Safety, and Environment Management (e.g., Nebosh, OSHA, IOSH, NVQ6, CITB, Fire and Safety, First Aid).</li>
