<p dir = "auto">The Contracts &amp; ICV Specialist is responsible for developing and implementing all In-Country Value (ICV) activities for MDO and its subsidiaries. The role ensures full compliance with Oman Investment Authority (OIA) and the MDO ICV Policy, drives ICV integration within procurement processes, monitors post-award ICV obligations, and develops ICV SOPs and ICV Plans for all major contracts.</p>
<p dir = "auto"><strong>Duties and Responsibilities:</strong></p>
<p dir = "auto"><strong>ICV Strategy, Governance &amp; Compliance</strong></p>
<p dir = "auto">• Ensure full compliance with OIA ICV Policy and reporting standards.</p>
<p dir = "auto">• Develop, update, and oversee ICV governance frameworks across MDO.</p>
<p dir = "auto">• Serve as the focal point for OIA engagements, audits, and regulatory submissions.</p>
<p dir = "auto">• Maintain audit ready documentation for all ICV activities.</p>
<p dir = "auto"><strong>ICV SOP Development</strong></p>
<p dir = "auto">• Develop, maintain, and periodically update ICV Standard Operating Procedures (SOPs) for the organization.</p>
<p dir = "auto">• Ensure SOPs reflect OIA requirements, procurement governance, and internal processes.</p>
<p dir = "auto">• Provide training and guidance on SOP implementation across subsidiaries.</p>
<p dir = "auto">• Standardize ICV workflows for tendering, evaluation, reporting, and contractor monitoring.</p>
<p dir = "auto"><strong>Procurement &amp; Tendering Integration</strong></p>
<p dir = "auto">• Ensure seamless integration of ICV requirements into all procurement stages in line with the Procurement Policy.</p>
<p dir = "auto">• Review tender documents to ensure ICV criteria, forms, and scoring are incorporated.</p>
<p dir = "auto">• Review bidder ICV Plans and evaluate ICV commitments during tender assessments.</p>
<p dir = "auto">• Provide expert advice during tender strategy formulation.</p>
<p dir = "auto">• Develop tender strategies, prepare RFP packages, ensure compliance with procurement policy, evaluate bids, and coordinate tender clarifications.</p>
<p dir = "auto"><strong>ICV Plan Development (Per Contract)</strong></p>
<p dir = "auto">• Develop a detailed ICV Plan for each major contract, outlining:&nbsp;</p>
<p dir = "auto"> ICV objectives</p>
<p dir = "auto"> KPIs and reporting requirements</p>
<p dir = "auto"> Supplier development commitments</p>
<p dir = "auto"> Omanization, training, and local sourcing targets</p>
<p dir = "auto"> Monitoring and enforcement mechanisms</p>
<p dir = "auto">• Work with Contract Holders to ensure ICV Plans are included in contract documents.</p>
<p dir = "auto">• Provide guidance to contractors on executing and reporting against the ICV Plan.</p>
<p dir = "auto"><strong>Post Contract Management &amp; Performance Monitoring</strong></p>
<p dir = "auto">• Monitor contractors’ ICV obligations throughout the full contract lifecycle.</p>
<p dir = "auto">• Review quarterly and annual ICV performance reports submitted by contractors.</p>
<p dir = "auto">• Coordinate with Contract Management and Procurement to enforce compliance.</p>
<p dir = "auto">• Issue non compliance notifications and identify corrective actions when required.</p>
<p dir = "auto">• Ensure alignment between reported ICV achievements and contractual commitments.</p>
<p dir = "auto">• Monitor contract execution, manage variations, payments ensure contractor compliance with contractual and ICV obligations, track KPIs, and support contract close-out.</p>
<p dir = "auto"><strong>ICV Reporting &amp; KPI Tracking</strong></p>
<p dir = "auto">• Prepare monthly, quarterly, and yearly ICV performance dashboards for Management and OIA.</p>
<p dir = "auto">• Consolidate ICV data from subsidiaries and ensure data integrity.</p>
<p dir = "auto">• Track KPIs such as local procurement spend, Omanization, SME participation, and training commitments.</p>
<p dir = "auto"><strong>Supplier &amp; Market Development</strong></p>
<p dir = "auto">• Conduct assessments to identify local suppliers and manufacturing opportunities.</p>
<p dir = "auto">• Support the development of SMEs aligned with national localization goals.</p>
<p dir = "auto">• Maintain an updated database of ICV capable suppliers.</p>
<p dir = "auto">• Develop local suppliers to create competitive market.</p>
<p dir = "auto"><strong>Stakeholder Engagement &amp; Capacity Building</strong></p>
<p dir = "auto">• Collaborate with internal teams (Procurement, Contracts, Finance, HR) to ensure full ICV integration.</p>
<p dir = "auto">• Conduct internal training on ICV processes, policies, SOPs, and contract requirements.</p>
<p dir = "auto">• Represent MDO in external ICV forums, workshops, and regulatory meetings.</p>
<p dir = "auto"><strong>Continuous Improvement</strong></p>
<p dir = "auto">• Enhance reporting tools, forms, templates, and analytical dashboards.</p>
<p dir = "auto">• Support digital transformation initiatives related to ICV and procurement.</p>
<p dir = "auto">• Recommend improvements to increase efficiency, visibility, and compliance.</p>
<p dir = "auto"></p>
<p dir = "auto"><strong>Education:</strong></p>
<p dir = "auto">• Bachelor’s degree in Supply Chain, Procurment, Engineering, Business, Economics, or related field.</p>
<p dir = "auto">• Professional certification (CIPS, CPSM, SCPro, etc.).</p>
<p dir = "auto"><strong>Experience:</strong></p>
<p dir = "auto">• Minimum of 6 years of experience in ICV, procurement, contract management, or supply chain.</p>
<p dir = "auto">• Experience in mining, oil &amp; gas, manufacturing, or industrial projects.</p>
<p dir = "auto">• Proven experience developing ICV SOPs and ICV Plans for major contracts.</p>
<p dir = "auto">• Strong experience in contractor compliance monitoring and post contract management.</p>
<p dir = "auto">• Prior experience working with government related entities or multi subsidiary organizations.</p>
