<p dir = "auto"><span style="color: rgb(0,0,0);">To lead the development and execution of strategic initiatives that strengthen the Small and Medium Enterprises (SMEs) and startup ecosystem in Oman. The role focuses on enabling growth, innovation, and sustainable opportunities for SMEs and startups by fostering partnerships, building impactful programs, and creating pathways for their integration and collaboration within OIA and its portfolio companies—ultimately contributing to national economic diversification and private sector development.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);"><strong>ROLES AND RESPONSIBILITIES</strong></span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Lead the development and execution of OIA’s SME and Startup Development Strategy, aligned with national priorities and OIA’s Local Content objectives, to expand SME participation across OIA’s portfolio companies.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Identify and unlock growth opportunities for SMEs and startups by analyzing current and future demand across OIA companies, translating procurement needs into scalable opportunities for local businesses.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Drive industrial localization initiatives by identifying products and services that can be manufactured or delivered locally, enabling the establishment and expansion of domestic SMEs and strengthening Oman’s industrial base.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Develop and implement a strategic Vendor Development and Management framework to enhance the capability, competitiveness, and integration of local SMEs within OIA’s supply chains.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Establish and maintain a robust SME and startup database and intelligence platform, enabling effective tracking, segmentation, and engagement of local suppliers and partners.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Design and deliver targeted capacity-building programs that upskill SMEs and startups, enhance their operational capabilities, and prepare them to meet the standards and requirements of large-scale projects.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Evaluate business opportunities within OIA companies and facilitate partnerships between SMEs, local corporates, and potential investors to accelerate SME growth and market access.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Collaborate with government entities, industry stakeholders, and ecosystem partners to identify high-potential sectors and initiatives that increase SME participation in OIA’s value chain.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Develop and oversee a prioritized list of products and services for localization, ensuring continuous assessment, market validation, and regular updates based on evolving demand.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Champion local manufacturing initiatives by recommending actionable strategies and partnerships that increase local production and strengthen Oman’s supply chain resilience.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Lead, mentor, and develop the SME &amp; Startup Development team, fostering a high-performance culture focused on innovation, collaboration, and measurable impact.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Contribute to the development and continuous improvement of departmental policies, systems, and processes, ensuring alignment with OIA governance standards and best practices.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Monitor, measure, and report the progress and impact of SME and startup development initiatives, providing regular insights and recommendations to senior management.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Undertake additional strategic initiatives and assignments as directed by senior management.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);"><strong>Educational qualifications</strong> </span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">Bachelor’s Degree with Specialization in Business Administration / Finance / Supply Chain Management / Engineering or relevant field. </span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">Professional certifications in Project Management, Investment, Economic Development, or Local Content / In-Country Value programs are preferred.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);"><strong>Work experience </strong></span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Minimum of 11 years of progressive experience in roles related to SME development, economic development, investment, supply chain localization, or industry development, with a strong exposure to senior management responsibilities.</span></p>
<p dir = "auto"><span style="color: rgb(0,0,0);">• Candidates with investment, private equity, venture capital, or strategic investment experience—particularly those involved in developing SMEs, startups, or industrial ventures—are highly encouraged to apply.</span></p>

<li><span style="color: rgb(0,0,0);">تصميم وتنفيذ برامج متخصصة لبناء القدرات تستهدف تطوير مهارات المؤسسات الصغيرة والمتوسطة والشركات الناشئة، وتعزيز قدراتها التشغيلية، وتأهيلها لتلبية معايير ومتطلبات المشاريع الكبرى.</span></li>
<li><span style="color: rgb(0,0,0);">تقييم الفرص التجارية داخل شركات الجهاز وتسهيل إقامة الشراكات بين المؤسسات الصغيرة والمتوسطة والشركات المحلية والمستثمرين المحتملين، بما يسهم في تسريع نمو هذه المؤسسات وتوسيع وصولها إلى الأسواق.</span></li>

<p dir = "auto"><span style="color: rgb(0,0,0);">• يُفضل الحصول على شهادات مهنية في إدارة المشاريع أو الاستثمار أو التنمية الاقتصادية أو برامج المحتوى المحلي / القيمة المحلية المضافة (ICV).</span></p>

<p dir = "auto"><span style="color: rgb(0,0,0);">• خبرة لا تقل عن 11 سنه في مجالات تطوير المؤسسات الصغيرة والمتوسطة، أو التنمية الاقتصادية، أو الاستثمار، أو توطين سلاسل الإمداد، أو تطوير الصناعات، مع خبرة واسعة في التعامل مع مسؤوليات الإدارة العليا.</span></p>
