Location: Sohar, OmanProject: Brownfield Expansion ProjectEmployment Type: Full-Time | Long-Term AssignmentExperience: 10–15 yearsIndustry Experience: Brownfield Construction, Oil & Gas, Petrochemical or Heavy Industrial ProjectsPosition PurposeWe are seeking an experienced and proactive HSE Lead to lead and oversee the Health, Safety & Environment function for a major Brownfield Expansion Project in Sohar, Oman.The successful candidate will provide HSE leadership across project operations, ensure compliance with project and regulatory requirements, manage HSE audits and inspections, lead incident investigations, monitor contractor performance, and drive continuous improvement of the HSE Management System.The role requires strong leadership, technical HSE knowledge, excellent communication skills, and proven experience working in high-risk industrial and brownfield environments.Key ResponsibilitiesLead and oversee the implementation of the project HSE Management System, plans, procedures and programs.Provide strategic and operational HSE leadership to project teams, contractors and subcontractors.Lead HSE initiatives and provide guidance and mentoring to HSE Engineers, Officers and other team members.Conduct and oversee regular HSE inspections, audits, surveys and compliance assessments.Develop audit and inspection plans, maintain documentation, track corrective actions and monitor HSE performance trends.Monitor contractor and subcontractor HSE performance and ensure compliance with project requirements.Conduct contractor HSE inspections and audits in accordance with approved checklists and schedules.Lead and support incident, near-miss and unsafe-act investigations, including root cause analysis and corrective action implementation.Participate in Job Safety Assessments (JSA), Risk Assessments and review Method Statements for high-risk activities.Monitor critical activities associated with brownfield construction and commissioning, including PTW, SIMOPS, LOTO, confined space, lifting operations, working at height, hot work and excavation.Support the development, review and continuous improvement of HSE procedures, programs and technical documentation.Conduct and participate in daily Toolbox Talks (TBTs), safety meetings and HSE awareness programs.Prepare weekly HSE performance reports, audit/inspection summaries and trend analysis.Prepare and submit monthly HSE reports using approved reporting templates and requirements.Track and follow up on corrective and preventive action plans resulting from audits, inspections and incidents.Liaise with project management and relevant stakeholders on all HSE-related matters.Promote a strong HSE culture and ensure effective communication of HSE requirements across all project stakeholders.Support emergency preparedness, drills and response activities.Identify opportunities to improve HSE performance and reduce operational risks.Qualifications & ExperienceBachelor's Degree in Engineering, preferably Environmental, Safety, Chemical or a related discipline.NEBOSH IGC certification is mandatory.Additional professional certifications such as CSP, CIH or ISO 14001 Lead Auditor are an advantage.Minimum 10–15 years of HSE experience, with at least 5 years in HSE Lead or equivalent leadership positions.Proven experience in brownfield construction, expansion, commissioning or live-plant projects.Experience in Oil & Gas, Petrochemical, Heavy Industrial, Mining, Metals or similar high-risk industries is preferred.Strong knowledge of international HSE standards, best practices and risk management principles.Strong experience in contractor HSE management, audits, inspections and compliance monitoring.Excellent incident investigation and root cause analysis skills.Strong leadership, communication and stakeholder management skills.Proficient in Microsoft Office and digital HSE reporting tools.Fluent English is mandatory. Knowledge of Hindi or Chinese is an advantage; Arabic is an added advantage.
