Job PurposeThe Nacelle &
Hub Assembly Factory Officer is responsible for supporting the establishment,
construction, commissioning and subsequent operation of the Nacelle and Hub
Assembly Factory.3. Key
Responsibilities3.1 Construction and
Factory-Development Phase1.
Participate actively in the planning, design, construction and
operational-readiness activities of the Nacelle and Hub Assembly Factory.2.
Review factory layouts, drawings and technical submissions from an operational
and production perspective.3.
Verify that the factory design supports the intended nacelle and hub assembly
sequence, production capacity, manpower flow, material flow and internal
logistics.4.
Coordinate with the Project Construction Manager, consultants, contractors, OEM
specialists and factory management regarding the operational requirements of
the facility. 1

Identify potential conflicts between the building design, equipment layout,

Maintain an operational-interface register covering building, civil,
mechanical, electrical, utility and production-equipment requirements.20
Follow up construction activities that may affect factory operation, including:21
Floor levels and floor-loading capacity;22
Equipment foundations;23
Crane rails and lifting coverage;24
Doors and access openings;25
Loading and unloading areas26

Conduct regular factory walkdowns with construction, engineering, HSE and OEM
representatives.•
Record construction observations, operational concerns, incomplete works,
defects and interface issues.•
Prepare and maintain an action tracker for construction-related matters
affecting production readiness.•
Escalate construction delays, design deficiencies or incomplete interfaces that
may affect equipment installation, commissioning or start of production.•
Participate in the preparation and review of factory completion, handover and
operational-readiness checklists.•
Support the identification and closure of construction punch-list items before
factory handover.•
Confirm that production areas are safe, accessible and suitable for equipment
installation and assembly activities.•
Participate in the phased handover of factory areas from the construction team
to the factory operations team.•
Support coordination of temporary arrangements required during installation and
commissioning, including temporary power, access, storage, lifting and
contractor work areas.•
Ensure that the operational requirements of the Nacelle and Hub Factory are
communicated early enough to avoid costly modifications after construction. 3.2 Production
Equipment, Tools and Facility Equipment1
Coordinate the identification of equipment, tools, fixtures and supporting
systems required for nacelle and hub assembly.2
Prepare, maintain and update the factory equipment master list.3
Coordinate with production engineers, OEM specialists, maintenance personnel,
HSE, quality and procurement teams to define equipment requirements.4
Review and provide recommendations on the selection of:5
Assembly workstations;6
Torque tools and hydraulic-torque systems;7
Bolt-tensioning equipment;8
Lifting beams, spreader beams and lifting accessories;9
Hub-assembly fixtures;10
Nacelle assembly fixtures;11
Rotating stands and turning devices;12
Hydraulic tools;•
Electrical testing equipment;•
Mechanical testing equipment;•
Alignment and measurement instruments;•
Oil-filling and filtration equipment;•
Greasing and lubrication systems;•
Cable-processing and termination tools;•
Cleaning and preservation equipment;•

Forklifts and material-handling equipment;•
Tool cabinets and line-side storage systems;•

Assist in preparing technical specifications, data sheets, scopes of supply and
user requirements for factory equipment.•
Assess whether proposed equipment is suitable for:•
The nacelle and hub design;•
Component dimensions and weights;•
Required production capacity;•
Duqm environmental conditions;•
Applicable safety requirements;•
Maintenance capability;•
Availability of spare parts;•
Local technical support;•
Future product variants;•
Workforce skill level.•
Provide recommendations regarding equipment quantities, capacities, duty
classes, redundancy and workstation allocation.•
Review supplier quotations and technical proposals together with Engineering,
Procurement, Quality, HSE and Maintenance teams.•
Participate in technical clarification meetings with equipment suppliers.•
Assist in preparing technical bid evaluations and supplier-comparison tables.•
Identify potential equipment suppliers and alternative technical solutions,
including local and international sources.•
Recommend opportunities for local sourcing, standardization, cost optimization
and reduction of long-term dependence on overseas suppliers.1
Monitor the procurement, manufacturing, inspection, shipment, delivery and
installation status of factory equipment.2
Coordinate equipment delivery priorities with the construction and
production-readiness schedules.3
Verify that foundations, utilities, lifting arrangements and access routes are
ready before equipment delivery.4
Participate in factory acceptance tests, pre-shipment inspections, installation
inspections and site acceptance tests where assigned.5
Follow up supplier documentation, including:6
Equipment drawings;7
Technical manuals;8
Certificates;9
Inspection reports;10
Calibration certificates;11
Spare-parts lists;12
Recommended consumables;13
Preventive-maintenance schedules;14
Training materials;15
Warranty documentation.16
Support the preparation of equipment installation, commissioning and handover
records.17
Ensure that equipment is formally handed over to the responsible factory or
maintenance team.18
Maintain an equipment deficiency and warranty-action register during
installation and commissioning. 3.3 Raw Materials,
Components and Consumables Supply1
Coordinate the identification and planning of raw materials, components,
consumables and operational supplies required for nacelle and hub assembly.2
Support the preparation and verification of bills of materials,
production-consumption lists and material-requirement plans.3
Coordinate with Engineering, Production, Quality, Warehouse, Supply Chain and
OEM teams to define technical requirements for materials and consumables.4
Provide recommendations regarding appropriate materials, specifications,
quantities, storage requirements and replenishment levels.5
Coordinate requirements for items including:6
Fasteners, bolts, nuts and washers;7
Adhesives, sealants and locking compounds;8
Lubricants, oils and greases;  •
Hydraulic fluids;•
Electrical cables and connectors;•
Cable ties, glands and termination materials;•
Cleaning chemicals and solvents;•
Paints and touch-up coating materials;•
Corrosion-protection materials;
