Leads and manages the Air Traffic Services Safety Section by overseeing the regulatory oversight of air traffic and air navigation services, ensuring compliance with national regulations and ICAO safety standards. Contributes to developing safety oversight systems and procedures to enhance the safety of air traffic services in accordance with international best practices. General Conditions: • Must be an Omani citizen. • Must be of good character and conduct. • Must not have been convicted by a final judgment of imprisonment for a felony or a crime involving moral turpitude or dishonesty, unless rehabilitated. • Must not have been retired from any unit of the State's administrative apparatus or dismissed from service within the last three years. • Must meet the job requirements specified in the job description. • Applicants for advertised positions must not have resigned from their service, effective January 1, 2026, from units of the State's administrative apparatus (civilian, military, and security), public legal entities, or government companies in which the government holds a 40% or greater stake, unless a full year has passed since the date of resignation. This excludes positions requiring practical experience. • Applicants must be at least eighteen years old, as evidenced by their birth certificate or national identity card. • Pass the personal interview and/or test required for the position. • Be medically fit for service. • Applications submitted before the issuance of this announcement or after the announcement period will not be considered. • Any application that does not meet the specified requirements will not be considered. • A copy of the national identity card or passport must be attached to the application. • Academic qualifications and professional experience must be submitted and certified by the relevant authorities before the issuance of this announcement. • The nomination will be considered void if, at any time, it is found that the applicant violates the general conditions or the specific job requirements, regardless of the reasons or the evaluation results. ##Specific Requirements: PhD degree in one of the following specializations: Electronics and Communications Engineering, Electronics Engineering, Communications Engineering, Aeronautical Engineering, Aircraft Maintenance Engineering, Aircraft Technology, Computer Engineering, Aviation Science, Aviation Management, Airport Management, Air Safety Management, Risk Management, or Business Administration. Or Master's degree in one of the above-mentioned specializations + at least three (3) years of practical experience after obtaining the academic qualification, with experience in the field of air traffic control. OR A university degree (Bachelor's/Licentiate) in one of the above-mentioned specializations, plus at least six (6) years of practical experience after obtaining the academic qualification, with experience in the field of air traffic control. • The candidate must hold at least two air traffic control certifications. • Preference will be given to candidates with specialized training courses in air traffic control and air navigation service inspections. • Extensive knowledge of the International Civil Aviation Organization (ICAO) annexes, national safety legislation, and a thorough understanding of the Omani Civil Aviation Law. • Knowledge of Quality Management Systems (QMS), Safety Management Systems (SMS), and the National Safety Program (SSP). • Ability to review operational manuals, safety manuals, training programs, and emergency plans for air traffic, search and rescue, and meteorological service providers to ensure compliance with safety systems and procedures. • Knowledge of Safety Performance Indicators (SPIs) and Safety Performance Targets (SPTs) within the framework of the National Safety Program (SSP). • Ability to develop and update systems and procedures related to the safety of air traffic control services and propose best practices and methods to enhance the air traffic control system. • Possess strategic thinking and analytical skills to develop optimal strategies that minimize risks. • Possess effective communication and negotiation skills. • Have strong skills in drafting official correspondence and reports in both Arabic and English. • Be proficient in using computer programs and applications. • Be fluent in spoken and written Arabic and English.
