1. Strategy & Commercial • Develop and implement the Projects category strategy covering EPC, pipeline, wellsite, infrastructure, fabrication, materials, and specialist project scopes. • Translate project demand, business priorities, and market intelligence into clear sourcing plans, contracting strategies, and supplier engagement models. • Drive measurable CAPEX savings and value creation through strategic sourcing, benchmarking, should-cost analysis, and low-cost country sourcing where appropriate. • Develop fit-for-purpose commercial models that improve cost, schedule certainty, contractor performance, and risk allocation. • Challenge existing rates, contract structures, and sourcing approaches to improve competitiveness across the Projects portfolio. 2. Tendering & Contract Execution • Lead end-to-end sourcing and contract award processes, including strategy development, market engagement, tendering, evaluation, negotiation, award recommendation, and contract handover. • Prepare and present high-quality submissions to Tendering Committees, Contracts Governance Boards, and other applicable approval forums. • Ensure project contracts are commercially robust, clearly scoped, and aligned with project delivery requirements, approved budgets, and governance expectations. • Oversee post-award contract management, including expediting, materials management, variation control, claims management, supplier performance, and contract closeout. 3. Team & Stakeholder Management • Lead and develop a team of contract engineers, supply chain advisors and analysts. • Collaborate cross-functionally with project, engineering, finance, legal, and government relations teams. 4. Compliance & Governance • Ensure all supply chain activities comply with CCED management processes, MEM policies, and applicable regulations. • Implement and monitor ICV (In-Country Value) requirements across all procurement activities. • Develop and maintain supply chain KPIs, cost estimating tools, and procedures/manuals as required. • Qualify and develop the supply chain vendor base, including mid-size Omani contractors.
