EMPLOYEE JOB DESCRIPTION JOB PURPOSE: The Commercial Control Engineer is responsible for managing and administering contracts throughout their life cycle from tendering and evaluation to award, execution, variation control, and close-out. The role ensures compliance with company policies, legal requirements, and contractual obligations while driving financial discipline through strict budget monitoring, timely payment processing, and subcontractor performance management. KEY ACCOUNTABILITIES: Description Contract Preparation & Tendering Prepare tender documents, scopes of work, and commercial terms.Coordinate pre‑bid meetings and communication with bidders.Conduct technical and commercial evaluations of contractor proposals.Support negotiation and recommendation for contract award Financial Control & Monitoring Invoice Management: Oversee the verification and processing of contractor invoices to ensure payments are made on time.Consumption Tracking: Rigorously monitor contract consumption vs. Cap value to ensure expenditures remain within approved limits.Cost Optimization: Proactively explore subcontract cost-saving opportunities and value engineering initiatives. Subcontractor Evaluation Monthly Reporting: Conduct monthly subcontractor evaluations to assess quality of work, schedule adherence, and HSE compliance.Performance Accountability: Maintain subcontractor scorecards and provide regular reports to the Production Control Department Head on delivery performance. Change Management & Commercial Support Review and evaluate variations, claims, and extensions of time.Prepare cost assessments and justification reports for variations.Provide commercial and contractual support to the contract holder and technical teams.Support annual budgeting and cost control activities. Compliance & Documentation Administer contracts in accordance with company policies and established procedures.Ensure contractors comply with contractual terms, deliverables, timelines, and safety requirements.Maintain accurate contract documentation, correspondence, and records.Participate in audits and provide required documentation as needed General Support Perform any other duties or tasks as assigned by the Line Manager to support the departments objectives. COMMUNICATIONS & WORKING RELATIONSHIPS: Internal: Production Division, Finance, Supply Chain, and Marketing QUALIFICATIONS, EXPERIENCE & SKILLS: Qualifications & Experience Bachelor’s degree in Engineering, Supply Chain, Business, or related field.Minimum 6 years of experience in commercial, contract engineer, procurement, or project controls.Experience in maritime fields is preferred.Strong understanding of contract laws, contract drafting, and commercial terms.Proficiency in MS Office and ERP/contract management systems. Preferred Certifications MCIPS or CPCM highly preferred.Certification in FIDIC Contract Management is a significant advantage.Project Management certification (e.g., PMP).Membership in a recognized professional body (e.g., RICS, CIPS, or Omani Society of Engineers). KEY PERFORMANCE INDICATORS (KPIS) On-Time Invoicing: Percentage of invoices verified and processed within the agreed timeframe.Budget Integrity: Accuracy of monitoring consumption vs. Cap value (prevention of overruns).Cost Savings: Tangible financial savings identified through subcontract optimization.Evaluation Compliance: Consistent submission of monthly subcontractor performance reports.Contractual Risk: Reduction in risks and avoidance of formal disputes. الغرض من الوظيفة: يتولى مهندس الرقابة التجارية مسؤولية إدارة ومتابعة العقود طوال دورة الكاملة، بدءاً من الطرح والتقييم وصولاً إلى الترسية والتنفيذ وإدارة التعديلات والإغلاق النهائي. ويهدف الدور إلى ضمان الالتزام بسياسات الشركة والمتطلبات القانونية والالتزامات التعاقدية، مع تعزيز الانضباط المالي من خلال مراقبة الميزانيات بدقة، ومعالجة المدفوعات في الوقت المناسب، وإدارة أداء المقاولين من الباطن. المسؤوليات الرئيسية: أولاً: إعداد العقود وإدارة المناقصات إعداد مستندات المناقصات ونطاقات العمل والشروط التجارية. تنسيق اجتماعات ما قبل التقديم والتواصل مع المتقدمين. إجراء التقييمات الفنية والتجارية لعروض المقاولين. دعم عمليات التفاوض والتوصية بترسية العقود. ثانياً: الرقابة المالية والمتابعة إدارة الفواتير من خلال مراجعتها والتأكد من دقتها ومعالجتها لضمان السداد في الوقت المحدد. مراقبة استهلاك العقود مقارنة بالقيمة المعتمدة لضمان الالتزام بالميزانيات. البحث عن فرص خفض التكاليف وتحسين القيمة في أعمال المقاولين من الباطن. ثالثاً: تقييم المقاولين من الباطن إجراء تقييمات شهرية للمقاولين لقياس جودة العمل والالتزام بالجداول الزمنية ومتطلبات الصحة والسلامة. إعداد بطاقات تقييم الأداء ورفع تقارير دورية إلى رئيس إدارة التحكم في الإنتاج. رابعاً: إدارة التغييرات والدعم التجاري مراجعة وتقييم أوامر التغيير والمطالبات وطلبات تمديد الوقت. إعداد دراسات التكاليف والتقارير التبريرية للتعديلات. تقديم الدعم التجاري والتعاقدي لمالكي العقود والفرق الفنية. المساهمة في إعداد الميزانيات السنوية وضبط التكاليف. خامساً: الامتثال والتوثيق إدارة العقود وفق السياسات والإجراءات المعتمدة. ضمان التزام المقاولين بالشروط التعاقدية ومخرجات العمل والجداول الزمنية ومتطلبات السلامة. الحفاظ على سجلات دقيقة لجميع الوثائق والمراسلات التعاقدية. المشاركة في عمليات التدقيق وتوفير الوثائق المطلوبة. سادساً: الدعم العام تنفيذ أي مهام أخرى يتم تكليفها من قبل المدير المباشر لدعم أهداف القسم. سابعاً: السياسات والأنظمة والإجراءات الالتزام بجميع السياسات والإجراءات والتعليمات المعتمدة لضمان تنفيذ العمل بشكل منظم ومتسق. ثامناً: الجودة والصحة والسلامة والبيئة الالتزام بكافة متطلبات الجودة والصحة والسلامة والبيئة. ضمان عدم تأثير تقارير الأداء والتحليل على معايير السلامة أو الجودة أو الامتثال. الاتصالات وعلاقات العمل: داخلياً: إدارة الإنتاج الإدارة المالية إدارة سلسلة الإمداد إدارة التسويق المؤهلات والخبرة والمهارات: المؤهلات والخبرة: درجة البكالوريوس في الهندسة أو إدارة سلسلة الإمداد أو إدارة الأعمال أو أي تخصص ذي صلة. خبرة لا تقل عن 6 سنوات في مجال هندسة العقود أو المشتريات أو ضبط المشاريع. تُفضل الخبرة في المجالات البحرية. معرفة قوية بقوانين العقود وصياغتها والشروط التجارية. إتقان استخدام برامج الحاسب الآلي والأنظمة الإلكترونية لإدارة العقود. الشهادات المفضلة: شهادة مهنية متقدمة في إدارة المشتريات والعقود. شهادة في إدارة عقود المشاريع وفق النماذج الدولية المعتمدة. شهادة في إدارة المشاريع. عضوية في جهة مهنية معترف بها في مجال الهندسة أو المشتريات. المهارات والكفاءات: مهارات تحليلية وتفاوضية قوية. مهارات تواصل ممتازة وقدرة على إدارة أصحاب المصلحة. دقة عالية وقدرة على حل المشكلات. القدرة على إدارة عدة عقود في وقت واحد. التزام عالٍ بأخلاقيات العمل والمهنية. مؤشرات الأداء الرئيسية: الالتزام بمواعيد الفواتير: نسبة الفواتير التي يتم التحقق منها ومعالجتها ضمن الإطار الزمني المحدد. سلامة الميزانية: دقة متابعة المصروفات مقارنة بالقيمة المعتمدة ومنع التجاوزات. توفير التكاليف: تحقيق وفورات مالية ملموسة من خلال تحسين إدارة المقاولين من الباطن. الالتزام بالتقييم: إعداد ورفع تقارير تقييم أداء المقاولين بشكل شهري ومنتظم. إدارة المخاطر التعاقدية: تقليل المخاطر التعاقدية وتجنب النزاعات الرسمية.
