Head of Aviation Licensing Section

Leads and manages the Aviation Licensing Section by overseeing the issuance, validation, renewal, and oversight of aviation licences and technical authorizations, ensuring compliance with national regulations and ICAO requirements. Contributes to the development of licensing systems and procedures, supervises licensing examinations and related inspections, and promotes aviation safety through the implementation of international best practices.

##Specific Requirements:

• The applicant must hold, or have previously held, an Airline Transport Pilot Licence (ATPL) (Captain) with a minimum of 5,000 flight hours.

• The applicant must have experience as a Flight Instructor or Flight Examiner.
• Specialized training in Aviation Licensing is preferred.
• Knowledge of the ICAO Convention and Annexes related to aviation safety, and the national regulations governing the operation of Air Navigation Service Providers (ANSPs).
• Knowledge of inspecting and evaluating licensing examination facilities and processes
• Knowledge of issuing, validating, and recognizing other technical aviation licences related to aircraft operations, including licences issued by foreign civil aviation authorities.
• Knowledge of preparing, administering, and marking written examinations for aviation licensing, and inspecting examination facilities.
• Ability to develop and update aviation safety systems and procedures and recommend best practices to strengthen the aviation licensing framework.
• Strong strategic thinking and analytical skills to develop effective risk mitigation strategies.
• Excellent communication and negotiation skills.
• Ability to prepare official correspondence and reports in both Arabic and English.
• Proficiency in using computer applications.
• Proficiency in Arabic and English, both spoken and written.
