To provide cost analysis services to projects and contract pre-Award Decisions in a timely and consistent manner in line with the guidelines and best practices.To review and verify Contractor estimates’ compliance with the Contract termsControl the engineering hours, efficiency, productivity, non-productive time of Contractors’ engineering personnel and Core PersonnelTimely support on Cost Analysing activities to the Project Engineers (PD + Assets) to meet the project delivery requirementsEducation & Experience
B.Sc. in any Engineering Discipline or Quantity Surveying.Minimum 4 years experience in Man-hour control, Cost Estimating (Engg, Procurement & Construction) , Contract based estimations and Project Management of Oil & Gas projects.Middle East experience essential, aware of cultural differences and a clear communicator demonstrating high levels of personal integrity.Familiar with Company and Shell standards & guidelines related to Service Contracts, Quantity Survey, Cost Estimation & Cost Analyst processesFamiliar with Multi-discipline engineering deliverables and construction activities.Ability to interface and network effectively within the discipline and with other disciplines across a wide range of organizational boundaries.Ability to challenge project engineering maturity and contract scope descriptions as input to his/her estimate.Ability to manage the relationship with key stakeholders.Fully conversant with International Design & Construction Standards used in the Oil & Gas industryFamiliarity with PDO or equivalent cost estimating tools and methods.Good spoken / written English.PC literate, good inter-personals, communication and expression skills.Main Responsibilities
Review and approve / Reject Contractor Cost estimate through Cost Contract Estmate System (CCES)Provide budgetary cost estimates to support project costsEffectively communicates with interior Quantity Surveyors to improve the cost estimation processReview estimates for scope variations according to approved  PCN (Project Cost Notice)/ PMOC (Project Management of Change)Assist Management Team to challenge scope of workand constantly seek to improve cost effectivenessExecute cost Analysis elemental/ Components Classification on labor, materials and servicesDocument all cost Estimate Qualifications for a clear Audit trail on scope definition maturity Estimating methods/ classification used and outcomeImpart the knowledge to PDO Engineers on Cost Analysis on estimates being submitted by contractorsStay abreast on Market information and price trends received from functionsTrain Omani staff on cost analysis practice and principalsSupport in reviewing contractual rates annually for business improvement schemeAssist Contract Engineer to Analyse non-Contractual Rates with sufficient benchmark inorder to introduce STAR Rates to ContractEnsure smooth hand-over and take over processes of Cost Analyst responsibilities incase of change in person /Organisation designSupport Contract Analyst when and where required for cost related activities
