الغرض من الوظيفة:يلعب ضابط الصحة والسلامة والبيئة (HSSE) دوراً محورياً في التواصل مع الأقسام التشغيلية لمساعدتها على الامتثال لمتطلبات الشركة، مع التركيز على تدريب وتوجيه هذه الأقسام لقيادة السلامة بأسلوب مختلف يبدأ من خطوط العمل الأمامية، وإقناع القادة في المستويات الدنيا والمتوسطة والعليا ليكونوا قدوة في القيادة الميدانية.المسؤوليات الرئيسية:إجراء زيارات تفتيشية يومية للمحطة مع المقاولين والموردين لضمان الامتثال لمتطلبات الصحة والسلامة.مراجعة ملفات المقاولين والموردين مع رؤساء الأقسام المعنيين قبل التعيين لضمان استيفائهم لمعايير الشركة.تقديم تقارير عدم الامتثال وتقارير التفتيش ومتابعة إغلاق الملاحظات مع المقاولين والموردين من خلال مالك العقد.التواصل مع الموظفين والمقاولين بشأن أنواع الحوادث الواجب الإبلاغ عنها وعملية التحقيق وجودتها.مساعدة رؤساء الأقسام في تشكيل فرق التحقيق وتقديم تقارير الإغلاق النهائية للجنة مراجعة الحوادث.متابعة الحوادث المبلغ عنها مع رؤساء الأقسام، والإجراءات التصحيحية المحددة، والجداول الزمنية للتنفيذ.التفتيش والمتابعة للتأكد من فعالية الإجراءات التصحيحية التي تم وضعها.العمل مع رؤساء الأقسام لتقييم المخاطر الحالية وكفاية ضوابط التحكم والتحسينات المطلوبة.ضمان الامتثال لضوابط التحكم القائمة وفعاليتها المتعلقة بالمهام والأنشطة المختلفة.التأكد من اتباع تسلسل هرمي لضوابط التحكم لاختيار أكثر الوسائل فعالية للتعامل مع المخاطر المحددة.توفير التوجيه والتدريب لتعزيز المهارات الفنية والمعرفية للصحة والسلامة لدى موظفي الخطوط الأمامية والمقاولين.إشراك المراقبين والمشرفين للتركيز على قيادة السلامة بأسلوب مختلف لضمان المساءلة والمسؤولية.تنفيذ نظام إدارة السلامة (SMS) وفقاً لخطط التفتيش، والتدريبات، والتدريب، وخطة الاستجابة للطوارئ.إعداد تقارير الإحصائيات الأسبوعية والشهرية ومشاركتها مع أصحاب المصلحة المعنيين.تحديث سجلات نظام إدارة السلامة (ساعات العمل، الملاحظات، الحوادث، التفتيش، إلخ).إدارة الامتثال المتعلق بأنظمة مكافحة الحريق (تفتيش، صيانة، شهادات) من خلال موردين خارجيين.ضمان رفع جميع طلبات الشراء بشكل صحيح وفقاً للإجراءات المعتمدة في نظام SAP.إدارة المهام اليومية مع الأقسام (الزوار، السلطات، مجموعة أسياد، إلخ).أداء أي مهام أو مشاريع أخرى تكلف بها من قبل الإدارة.المؤهلات والخبرات والمهارات: المؤهلات:بكالوريوس في الصحة والسلامة أو الإدارة البيئية.أو شهادة بكالوريوس في تخصص فني أو صناعي.أو دبلوم NEBOSH الدولي لمحترفي الصحة والسلامة المهنية.أو شهادة NEBOSH العامة الدولية في الصحة والسلامة المهنية (IGC).أو ما يعادلها من مؤهلات معترف بها. الخبرات:خبرة عملية (3-5 سنوات) في الموانئ، ويفضل في محطات الحاويات أو قطاع النفط والغاز.معرفة فنية بالمعدات المتحركة (Reach Stackers, Forklifts, RTGs, STS, Mobile Harbor Cranes).قدرات قيادية في إدارة وتطوير الفرق التشغيلية من خلفيات وثقافات متنوعة.مهارات ممتازة في حل المشكلات واتخاذ قرارات مدروسة تحت الضغط لضمان الحد الأدنى من التعطيل للعمليات.فهم جيد للمتطلبات التشريعية المحلية والدولية. المهارات:إجادة استخدام الحاسب الآلي وبرامج Microsoft Office.إجادة اللغات العربية والإنجليزية، ويفضل اللغة الهندية أيضاً. التواصل والعلاقات الوظيفية: داخليًا:رؤساء الأقسام.أسياد للموانئ.الخدمات المشتركة.المقاولون والموردون. خارجيًا:شركة ميناء الدقم (PODC).محطة أسياد بالدقم.السلطات (شرطة عمان السلطانية، الدفاع المدني، خفر السواحل، مركز الأمن البحري، وزارة النقل).    JOB PURPOSE:The HSSE Officer has a pivotal role in engaging with Operational departments to assist them in being compliant with the company HSSE requirements while focusing on ways and methods to coach Operational departments to lead safety differently starting at the front line and convincing junior, middle and senior leaders to the be the example leading from the front.KEY ACCOUNTABILITIES:Perform daily terminal visit inspections with contractors and vendors to ensure the company HSSE Compliance.Review contractor and vendor with relevant Department Head before being appointed to ensure they have met company requirements.Provide non-compliance and inspection reports and follow up on closing findings with relevant contractors.Engage with employees and contractors on incident reporting types, processes, and the quality of investigations.Assists Department Heads on establishing Investigation Teams and providing close out reports to the Incident Review Committee.Follow up on reported incidents, corrective actions, and established timelines for implementation with Department Heads.Inspect and follow up on the effectiveness of established corrective actions.Work with Department Heads to evaluate existing hazards, risks, and the adequacy of improvements required.Ensure compliance with established controls and their effectiveness related to specific tasks and activities.Ensure the Hierarchy of Controls is followed to select the most effective measures for identified risks.Provide mentorship, training, and development to enhance HSSE technical skills and awareness for frontline workers.Engage Foremen and Supervisors to focus on leading safety differently to ensure accountability and responsibility.Execute the Safety Management System (SMS) as per inspection, drill, training, and Emergency Response plans.Complete weekly and monthly statistic reports as per SMS requirements and share them with stakeholders.Maintain and update SMS records including man-hours, observations, and incidents reported.Manage safety compliance such as firefighting system inspections and maintenance through 3rd party vendors.Ensure all purchase requisitions are uploaded correctly as per established procedures in SAP.Manage day-to-day tasks with departments regarding visitors, authorities, and corporate stakeholders.Attend any other assignments or projects assigned by management.Qualification, Experience and Skills: Qualification:Bachelor’s degree in Health & Safety, Environmental Management, or a Technical/Industrial discipline.NEBOSH International Diploma for Occupational Health and Safety Management Professionals.NEBOSH International General Certificate in Occupational Health and Safety (IGC). Or equivalent recognized qualifications.Experience:3-5 years of proven experience in Ports (preferably Container Terminals) or similar industries like Oil and Gas.Technical knowledge of mobile equipment such as Reach Stackers, RTGs, Mobile Harbor Cranes, and STS.Experience in managing and developing operational teams with various backgrounds and ethnicities.Excellent problem-solving skills and the ability to make informed decisions under pressure.Familiarity and good understanding of local and International legislative requirements.Skills:Computer literate with good skills in Microsoft Office.Fluent in English and Arabic; proficiency in Hindi is a preferred advantage.KEY INTERACTIONS:Internally:Department Heads.ASYAD Ports.Shared services.Contractors / Vendors.Externally:PODC.ASYAD Terminal DUQM.Authorities (ROP, Civil Defense, Coast Guard, Maritime Security Centre, MTCIT).
