Learning and Development Section Head

Role Purpose:To lead, develop, and modernise OETC's Learning and Development function — transforming it from an operational training delivery unit into a strategic capability-building function aligned to OETC's business objectives, competency framework, and Oman Vision 2040. The role is accountable for the full L&D lifecycle: training needs analysis, strategy, planning, delivery, evaluation, and digital enablement.ResponsibilitiesDevelop and implement the OETC L&D Strategy aligned to the business plan, Oman Vision 2040, NAMA Group guidelines.Lead the annual Training Needs Analysis (TNA) — competency-anchored, mixed-method, covering all employees.Prepare and manage the Annual Training Plan and Training Budget — aligned to TNA findings and Finance budget cycle.Champion the OETC Train the Trainer Programme - certifying, recognizing, and sustaining internal trainers.Lead Oracle OLM digital transformation — driving full utilization as the single system of record for all learning data. Manage LMS platform.Oversee evaluation of all training effectiveness using a structured ROI framework — measuring business impact and cost savings.Integrate L&D into the competency framework — ensuring training feeds performance appraisal, succession, and talent management.Develop, maintain, and execute the master training plan in coordination with all departments.Arrange all training using internal trainers, external providers, e-learning, and SGTC/SGID as appropriate and publish training calendar.Manage external provider relationships — conducting annual value assessments and recommending changes.Oversee Higher Education, professional qualification, and various strategic development programs and initiatives.Maintain accurate training records in Oracle OLM — submitting monthly reports to management.Provide coaching and development to the L&D team — building a strategically capable, high-performing function.Knowledge and Understanding of the Asset Management, QHSE Management System and IT Security Standard Requirements according to Integrated Management System (IMS), ISO 55001, ISO 14001, OHSAS 18001 and ISO 27001 to carry out the assigned duties as per the roles and responsibilities matrix
