ملاح بحري - Technical Superintendent

Job Purpose:

Control and advise all the technical and operational aspects of the vessel under OSMC’s management. Provide necessary marine technical expertise in shipping matters to OSMC. Establish and maintain operational standards to enhance Safety, efficiency, tradability, and reliability of the vessel. Responsible for controlling and managing actual cost and budget for the vessels. Present requirement is for Very Large Crude Carriers, LR/MR Product and Chemical tankers, Very Large Bulk Carriers and Supramax Bulk Carriers.

Key Accountabilities
Supervision of Subordinates

Support and supervise the vessels command in all aspects.

Instruction Manual

Establish and maintain operations policies, procedures, and instruction manuals to ensure safe, reliable, and efficient operation including loading, discharging, gas free and docking etc. and supervise the provision of other services to the vessel.

Certificate & Legal Document Validation

Supervise expire date of all statutory and class certificates and documents to ensure they are as per legislative requirements and in accordance with OSMC’s policies. Insurance, finance, crewing quality certificates by relevant departments
Familiar with relating contract, agreement including technical management of operations activities, IMO & Class rules and regulations.

Port Authority Coordination

Liaises, as appropriate, with terminal operators at loading/unloading ports, customers, joint ship owners, service engineer and shipping agents store suppliers etc.
Prepares repair and docking specification beforehand. Draw up estimate to obtain approval by the Fleet Manager as per requirement.
Attend DD and co-ordinate with shipyard for safe and successful DD completion.
Supervise, upkeep and maintenance as per scheduled in accordance with approved plan, making the necessary occasional visits.

System Audit

Supervise ship maneuvering and mooring, etc. and ensure all established policies and processes are correctly implemented. Discusses and resolves in conjunction with Marine Manager and Fleet Manager, failure of machineries, unsatisfactory performance, etc.
Administer in house ISM system, conduct audit of the vessel and in-house systems and conduct evaluation of the crew etc. in conjunction with ISM system.

Budgets and Plans

Contribute to the preparation of the technical department budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues and areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalized upon.
Control and manage actual and budget for maintenance, Ship Store, LO, Medicines etc..

Policies, Systems, Processes & Procedures

Recommend improvements to departmental procedure and direct the implementation of instructions and controls covering a specific area of technical activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.
Maintain a particular and clear PMS system ensuring the vessel is always meeting OSMC’s standards.
Ensure accurate and swift sign off and approval of all stores and requisitions, ensuring that no outstanding payments are impacting OSMC’s relationship to its suppliers.

Continuous Improvement

Stimulate subordinates and contribute to the identification of opportunities for continuous improvement of technical systems, processes and practices considering international best practice’, improvement of business processes, cost reduction and productivity improvement.

MIS and Reports

Prepare departmental MIS statements and reports timely and accurately to meet OSC and department requirements, policies and standards.

Safety, Quality & Environment

Ensure compliance to all relevant safety, quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high-quality product/service and a responsible environmental attitude.

Operating Activities

Ensure timely condition monitoring of machinery by maintenance system to facilitate smooth operation.
Ensure maintenance of the validity of all certificates and documents as per OSC policies and guidelines.
Follow and co-ordinate with vessel to maintain all defect reports.
Follow and co-ordinate with vessel to maintain inventory of all critical spares.

Document control and filing

Ensure SMS document control and filing for duty ship.

Maintenance Visits

Manage the upkeep and maintenance on board by making occasional/periodic visit, as per the set schedule

Qualifications:
Minimum Qualification:

Bachelor of Engineering in Marine/Mechanical/Electrical or Naval Arch.
Chief Engineer Certificate of Competency (Motor or Steam, as required).

Minimum Experience:

Minimum of 10 years of relevant experience, including at least 1 year as a Technical Superintendent or 3 years as a Chief Engineer onboard a Foreign-Going (F.G.) vessel.

الإشراف على الجوانب الفنية والتشغيلية للسفن الخاضعة لإدارة OSMC وتقديم الدعم والاستشارات الفنية البحرية في مختلف شؤون النقل البحري. وضع ومتابعة معايير التشغيل بما يضمن السلامة والكفاءة والجاهزية والموثوقية، مع إدارة ومراقبة التكاليف الفعلية والميزانية الخاصة بالسفن.
يشمل نطاق العمل ناقلات النفط الخام العملاقة VLCC، وناقلات المنتجات النفطية LR/MR، وناقلات المواد الكيميائية، وناقلات البضائع السائبة العملاقة VLC وناقلات Supramax.
المسؤوليات الرئيسية
الإشراف على السفن والطاقم
• دعم ومتابعة ربابنة وقيادات السفن في جميع الجوانب الفنية والتشغيلية.
• متابعة أداء السفن وحالتها الفنية وضمان الالتزام بالمعايير والإجراءات المعتمدة.
السياسات والإجراءات الفنية
• إعداد وتحديث سياسات وإجراءات وتعليمات التشغيل لضمان تشغيل السفن بأمان وكفاءة، بما يشمل التحميل والتفريغ، Gas Free، وأعمال الحوض الجاف (Dry Docking).
• ضمان تطبيق نظام PMS والمحافظة على جاهزية السفن وفق المعايير المعتمدة.
الشهادات والوثائق
• متابعة صلاحية جميع الشهادات والوثائق القانونية وشهادات الفئة Class والتأكد من توافقها مع المتطلبات التشريعية وسياسات الشركة.
• متابعة سجلات العيوب Defect Reports والمخزون من قطع الغيار الحرجة.
الموانئ وأعمال الإصلاح
• التنسيق مع مشغلي المحطات والموانئ والعملاء ووكلاء السفن وأحواض بناء وإصلاح السفن وموردي الخدمات وقطع الغيار.
• إعداد مواصفات الإصلاح والحوض الجاف والتكاليف التقديرية للحصول على الاعتمادات اللازمة.
• الإشراف على أعمال Dry Docking والتنسيق مع الحوض لضمان إنجاز الأعمال بأمان وفي الوقت المحدد.
الصيانة والأداء الفني
• متابعة تنفيذ خطط الصيانة المجدولة والطارئة وفق الخطط المعتمدة.
• متابعة أداء المعدات والآلات واتخاذ الإجراءات اللازمة لمعالجة الأعطال أو تدني الأداء.
• إجراء زيارات دورية للسفن لمتابعة أعمال الصيانة والحالة الفنية.
التدقيق ونظام السلامة
• الإشراف على عمليات المناورة والرسو والتأكد من تطبيق السياسات والإجراءات المعتمدة.
• تنفيذ ومتابعة عمليات التدقيق على السفن وأنظمة ISM/SMS وتقييم أداء الطاقم بالتنسيق مع الجهات المعنية.
• ضمان الالتزام بمتطلبات السلامة والجودة والبيئة واللوائح البحرية الدولية.
الميزانية والتكاليف
• المساهمة في إعداد ميزانية القسم الفني ومتابعة الأداء المالي مقارنة بالميزانية المعتمدة.
• إدارة ومراقبة تكاليف الصيانة، وقطع الغيار والمخازن Ship Stores، وزيوت التشحيم LO، والأدوية وغيرها.
• ضمان سرعة ودقة اعتماد طلبات الشراء والمخازن ومتابعة الالتزامات المالية للموردين.
التحسين المستمر والتقارير
• تحديد فرص تحسين الأنظمة والعمليات الفنية وخفض التكاليف ورفع الإنتاجية.
• إعداد التقارير الفنية والإدارية MIS في الوقت المحدد ووفق متطلبات الشركة.
• ضمان دقة حفظ ومراقبة وثائق SMS والملفات الفنية للسفن.
المؤهلات والخبرة
المؤهل العلمي:
• بكالوريوس هندسة في الهندسة البحرية أو الميكانيكية أو الكهربائية أو هندسة بناء السفن.
• شهادة كفاءة Chief Engineer Certificate of Competency (CoC) للسفن ذات المحركات أو البخار حسب المتطلبات.
الخبرة:
• 10 سنوات كحد أدنى من الخبرة ذات الصلة، تشمل سنة واحدة على الأقل كـ Technical Superintendent أو 3 سنوات كـ Chief Engineer على متن سفينة تعمل في الملاحة الدولية F.G. Vessel.
