<p>POSITION TITLE : LEAD HSE ADVISOR PROJECTS</p>

<p><strong>2. ROLE PURPOSE</strong></p>
<p>Deliver HSE activities and support to achieve Goal Zero vision (no harm to people, no leaks) in Major Projects. Specifically;</p>
<p>Facilitate full compliance and continuous improvement of all applicable safety systems and processes, including Company HSE policies and procedures, and Government Legislation.</p>
<p>Support the development of OLNG’s Safety Culture, such that all harm to people, leaks and asset damage can be prevented.</p>
<p>Day-to-day responsibility for providing checks and assurance that Project risks (harm to people, environment and asset damage) are effectively managed to ALARP.</p>
<p>Provide supervision and training of staff and contractors to ensure that safe and efficient work practices are fully implemented.</p>
<p>Responsible for ensuring that adequate emergency response personnel and equipment is in-place and functioning.</p>

<p><strong>3. ROLES, RESPONSIBILITIES AND CHALLENGES:</strong></p>

<p>1. Provide day-to-day hands-on advice and support to the Project Manager and the Project Team on all HSE Risks and Activities (dotted line reporting).</p>
<p>2. Monitor Contractors’ HSSE compliance and performance (inc. Sub-Contractors) against the Contract requirements and HSE Plan. Ensure that&nbsp;</p>
<p>3. Plan, lead and supervise Project HSE advisors (Staff and Contractor personnel) in performing Site inspections and assurance to verify Contractor compliance with HSSE requirements.</p>
<p>4. Implement immediate corrective action in the case of unsafe acts or conditions, as well as improvements required to sub-optimal organisations, systems and procedure.&nbsp;</p>
<p>5. Lead the competency development of Staff and Contractor personnel, primarily directed to prevention of personal injury, fire, asset damage and environment protection.</p>
<p>6. Plan and supervise Project and Site HSE inductions for new Staff and Contractors.&nbsp;</p>
<p>7. Incident Investigation facilitator to support investigation of all HSE related incidents.</p>
<p>8. Supervise the maintenance of all Project ER equipment to achieve full state of readiness</p>
<p>9. Plan and deliver emergency drills for the Project site.</p>
<p>10. Promote HSE awareness to all Project staff and Contractors through meetings, campaigns, and safety alerts (LFIs).</p>
<p>11. Identifying and arrange recognition (by Project Management) and celebrations for notable HSE events and milestones achieved in the Project.</p>
<p>12. Identify and implement risk management campaigns and initiatives for the Project organisation.&nbsp;&nbsp;</p>
<p>13. Organizing and conducting regular Contractor HSE meetings every month and with the contractor management on a quarterly basis.</p>
<p>14. Prepare and implement annual Project HSE Plans, align Contractor HSE Plans accordingly. Implement applicable requirements from the Corporate HSSE Plan.</p>
<p>15. Support Data reporting and dashboards to enable informed decision making and prioritisation by Projects Management.</p>
<p>16. To manage and lead the HSE advisors in area of Contractor HSE, HSE trainings and Business support&nbsp;</p>
<p>17. Provide input to Pre Start-up Safety Reviews (PSSRs) and Statement of Fitness (SoF) during commissioning and start-up.</p>
<p>18. Provide ad-hoc support, advice and training to other MP departments and contractors on HSE techniques and standards.&nbsp;</p>
<p>19. Support HSS/2 Team in the Contractor Safety Management pre-award (selection) phase including risk, mode and capability for new contracts.</p>
<p>20. Act as the delegated Projects HSE Manager (HSP) during his absence.</p>

<p><strong>CHALLENGES</strong></p>
<p>1. Managing HSE activities and maintaining HSE performance in a Projects environment.&nbsp;</p>
<p>2. Communicating with staff and contractor personnel who are not well versed in OLNG HSE culture, or where Arabic/English is not first language.</p>
<p>3. Development of HSE capabilities for Local Omani Contractor personnel.</p>
<p>4. Maintain good relationships with other departments (HSO, HSC, HSV, ER, OP, TM, EN etc..)</p>

<p><strong>4. QUALIFICATIONS, EXPERIENCE, AND WORKING CONDITIONS </strong></p>
<p>QUALIFICATIONS AND EXPERIENCE:</p>
<p>• University degree or diploma in a technical discipline (e.g. HSE, engineering, science).</p>
<p>• A minimum of seven years’ experience in Oil &amp; Gas / petrochemical or other relevant industry with a minimum of five years in HSE advisory / management roles.</p>
<p><strong>WORKING CONDITIONS</strong></p>
<p>1. Plant based role with base location as Sur.</p>
<p>2. 5/2 work pattern. Some ad-hoc weekend and evening work can also be expected.</p>
<p>3. Exposure to different conditions of heat, dust and noise either during working hours.</p>

<p>2. Excellent knowledge of the HSE risk management particularly related to construction activities. Includes OLNG Policies and Procedures, Control Framework manuals, and international standards / best practice.</p>
<p>3. Ability to supervise own staff and lead / coordinate Contractor HSE Personnel.</p>
<p>4. Ability to address and manage the expectations and requirements of multiple stakeholders, both internal (MP) and external (OLNG) in a fast paced and ever changing project environment.</p>
<p>5. Self-starter to take initiative for non-routine activities.&nbsp;</p>
<p>6. To have the ability to deal day-to-day with multiple, often conflicting, goals and priorities.&nbsp;</p>
<p>7. Excellent communication skills in order to influence internal and external stakeholders.</p>
<p>8. Ability to work independently using own initiative to achieve goals, lead and manage change, overcome organisational resistance.</p>
