Head of Policies and Systems Section

Leads and manages the Policies and Systems Section by overseeing the development and enhancement of policies, regulations, and systems related to civil aviation regulation and safety, ensuring compliance with ICAO requirements and national legislation. Contributes to the development of safety, quality, and risk management systems while promoting regulatory compliance and supporting the Authority's strategic objectives.

General Requirements:
Doctorate Degree in Aviation Science, Aviation Management, Aviation Safety Management, Airport Management, Risk Management, Business Administration, International Business Administration, Political Science, or Law;
OR

Master's Degree in one of the above disciplines, together with a minimum of three (3) years of post-qualification experience in the field of Civil Aviation Regulation;
OR

Bachelor's Degree in one of the above disciplines, together with a minimum of six (6) years of post-qualification experience in the field of Civil Aviation Regulation.

##Specific Requirements:
• Training in Aviation Safety Systems or Civil Aviation Regulation is preferred.
• Knowledge of ICAO Conventions and Annexes, the Civil Aviation Requirements (CARS), and a sound knowledge of Civil Aviation Law.
• Thorough understanding of ICAO Standards and Recommended Practices (SARPs) and their implementation.
• Ability to develop and update aviation safety systems and procedures and recommend best practices to enhance the aviation safety framework.
• Knowledge of Quality Management System (QMS), Safety Management System (SMS), and the State Safety Programme (SSP).
• Strong strategic thinking and analytical skills to develop effective risk mitigation strategies.
• Excellent communication and negotiation skills.
• Ability to prepare official correspondence and reports in both Arabic and English.
• Proficiency in using computer applications.
• Proficiency in Arabic and English, both spoken and written.
