Human Resources Manager ICEM is seeking an experienced and dynamic Human Resources Manager to lead and manage the College’s HRD function. The role is responsible for developing and implementing HR strategies, policies, and systems that support staff performance, organisational effectiveness, and compliance with Oman Labour Law, Ministry of Education, and ICEM regulations. Key Responsibilities • Lead the development and implementation of HR strategies, policies, and procedures in alignment with institutional requirements, ensuring full compliance with Oman Labour Law and all applicable HR regulations. • Oversee the full employee lifecycle including recruitment, onboarding, promotion, compensation, and termination processes. • Manage organisational structure development, workforce planning, and succession planning • Supervise performance management systems including KPIs, appraisal processes, and staff development plans • Manage employee relations, staff welfare, and conflict resolution processes.Monitor employee engagement, retention, and satisfaction initiatives • Ensure compliance with Oman Labour Law and other regulatory HR requirements • Contribute to HR budgeting, manpower planning, operational plans, and annual reporting • Support training and development strategies and oversee implementation to enhance staff skills and performance. • Supervise payroll coordination, leave management, attendance, and employee records. • Promote a positive workplace culture and employee engagement across the College. • Ensure HR policies, procedures, and documentation are regularly reviewed and updated • Provide HR input to institutional quality assurance and accreditation requirements (OAQAE standards) • Oversee HR data management, reporting systems, and employee records administration Minimum Qualifications • Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s degree is an advantage) • Strong knowledge of HR management practices and Oman Labour Law • Understanding of performance management systems and organisational development • Excellent communication, leadership, and decision-making skills • Strong analytical and problem-solving abilities • Proficiency in HR systems, ERP system and Microsoft Office applications Experience Requirements • 5–8 years of experience in Human Resources management (preferably in higher education or large organisations) • Experience in HR policy development, recruitment, performance management, and employee relations • Experience in workforce planning, HR budgeting, and organisational development is highly desirable • Familiarity with HR systems (e.g. Odoo, Axpert or similar) is an advantage.
