Marine Procurement Expert (New Build Projects)

EMPLOYEE JOB DESCRIPTION JOB PURPOSE: Marine new build projects are highly complex and technically demanding. Procurement plays a critical role in ensuring project success in terms of cost, quality and compliance. Engaging a procurement expert with proven marine newbuild experience is essential to ensure continuous coordination with the technical team and support successful project delivery.   KEY ACCOUNTABILITIES: Description Technical Complexity Procurement requires technical understanding of marine vessel specialized systems (navigation, propulsion, safety and class requirements) to evaluate accurately and avoid specification gaps or scope ambiguity, without expertise, there is high risk of misunderstanding or incomplete alignment.  Long Lead Items & Supply Chain Risk Strategic procurement planning is required to secure timely delivery and lock in pricing for critical components such as engines, propulsion systems, navigation equipment, and specialized steel which often have long lead times and risks including delivery delays and global supply chain disruption..  Contractual & Commercial Risk Procurement expert is required to ensure contractual protection, given the complexity of shipbuilding contracts with milestone payments, liquidated damages, and performance guarantees.  Cost Control & Budget Management New build projects are highly sensitive and subject to change orders, an experienced procurement expert can conduct accurate cost benchmarking and negotiate effectively, minimizing risk of poor supplier selection and potential reputational damage.    COMMUNICATIONS & WORKING RELATIONSHIPS: Internal: Manager – Procurement and ContractsDirect reportsProcurement and contracts staffAll user departments within ADCTender and/or any relevant committeesFinance  External: Suppliers Contractors Consultants      QUALIFICATIONS, EXPERIENCE & SKILLS:   Minimum Qualifications: Bachelor’s degree in engineering or an equivalent qualification  Minimum Experience: 4-6 years of experience in the procurement and contracts Experience in the ship building/repair or related industry is an advantage   Job-Specific Knowledge & Skills: Knowledge of procurement and contracts processes and practicesKnowledge of international import/export rules and regulations Awareness of Customs rules and regulations Negotiation skillsAnalytical skillsCommunication skillsCustomer service skills   Supervisory and teamwork skills Computer skills      الغرض من الوظيفة: تُعد مشاريع بناء السفن الجديدة من المشاريع المعقدة وذات المتطلبات الفنية العالية، حيث يلعب قسم المشتريات دوراً محورياً في ضمان نجاح المشروع من حيث التكلفة والجودة والامتثال للمعايير. وعليه، فإن وجود متخصص في المشتريات يمتلك خبرة مثبتة في مشاريع بناء السفن الجديدة يُعد أمراً أساسياً لضمان التنسيق المستمر مع الفريق الفني ودعم التنفيذ الناجح للمشاريع. المسؤوليات الرئيسية: أولاً: التعقيد الفني يتطلب عمل المشتريات فهماً فنياً عميقاً لأنظمة السفن المتخصصة، مثل أنظمة الملاحة والدفع والسلامة ومتطلبات التصنيف، وذلك لضمان التقييم الدقيق وتفادي أي فجوات في المواصفات أو غموض في نطاق العمل، حيث إن غياب الخبرة قد يؤدي إلى سوء فهم أو عدم توافق في المتطلبات. ثانياً: المواد طويلة التوريد ومخاطر سلسلة الإمداد يتطلب الأمر تخطيطاً استراتيجياً للمشتريات لضمان تأمين التوريد في الوقت المناسب وتثبيت الأسعار للمكونات الحيوية، مثل المحركات وأنظمة الدفع وأجهزة الملاحة والمواد الفولاذية المتخصصة، والتي غالباً ما تتسم بطول فترة التوريد ومخاطر مثل التأخير أو اضطرابات سلاسل الإمداد العالمية. ثالثاً: المخاطر التعاقدية والتجارية ضرورة توفر خبير مشتريات لضمان الحماية التعاقدية، نظراً لتعقيد عقود بناء السفن التي تتضمن دفعات مرحلية، وغرامات تأخير، وضمانات الأداء. رابعاً: ضبط التكاليف وإدارة الميزانية تُعد مشاريع البناء الجديد حساسة للتغيرات وأوامر التعديل، لذا فإن وجود خبير مشتريات متمرس يساهم في إجراء مقارنات دقيقة للتكاليف والتفاوض بفعالية، مما يقلل من مخاطر اختيار الموردين غير المناسبين ويحافظ على سمعة الشركة. الاتصالات وعلاقات العمل: داخلياً: مدير المشتريات والعقود المرؤوسون المباشرون موظفو المشتريات والعقود جميع الأقسام المستفيدة داخل الشركة لجان المناقصات و/أو أي لجان ذات صلة الإدارة المالية خارجياً: الموردون المقاولون الاستشاريون المؤهلات والخبرة والمهارات: الحد الأدنى من المؤهلات: درجة البكالوريوس في الهندسة أو ما يعادلها من مؤهل علمي. الحد الأدنى من الخبرة: خبرة تتراوح بين 4 إلى 6 سنوات في مجال المشتريات والعقود. تُعد الخبرة في مجال بناء أو إصلاح السفن أو المجالات ذات الصلة ميزة إضافية. المعارف والمهارات الخاصة بالوظيفة: معرفة بعمليات وإجراءات المشتريات والعقود. الإلمام بالقواعد واللوائح الدولية للاستيراد والتصدير. الإلمام بأنظمة ولوائح الجمارك. مهارات التفاوض. مهارات تحليلية. مهارات الاتصال والتواصل. مهارات خدمة العملاء. مهارات الإشراف والعمل ضمن فريق. مهارات استخدام الحاسب الآلي.
