ROLE OBJECTIVE Manager – Cybersecurity Enablement leads the design, governance, and continuous improvement of cybersecurity service delivery frameworks, partner management, and capability enablement. This role ensures that all cybersecurity services including SOC, Service Operations, and Consulting—operate with standardized processes, quality controls, and automation-led reporting. The position oversees delivery governance, BOT and partner engagement, audit readiness, capability development, and operational analytics. The incumbent acts as the central control point for driving consistency, maturity, and effectiveness across the cybersecurity organization.RESPONSIBILITIESStrategy, Governance, and Process EnablementEstablish and maintain the Cybersecurity Delivery Governance Framework covering policies, SOPs, RACI matrices, and process charters across SOC, Service Ops, and Cyber Consulting functions.Translate cybersecurity strategy into operational KPIs, dashboards, and governance routines to ensure delivery excellence.Define and monitor performance metrics such as SLA compliance, project delivery maturity, client satisfaction, and automation efficiency.Oversee ISO and ITIL-aligned governance processes (ISO 20000, ISO 27001, ISO 22301, and COBIT frameworks).Ensure standardization of documentation, version control, and knowledge repositories across all cybersecurity functions.Delivery Assurance and Quality ManagementLead cybersecurity delivery assurance reviews, internal audits, and operational performance evaluations.Establish quality gates for service onboarding, change management, and incident lifecycle reviews.Drive continuous improvement initiatives to enhance customer experience, reduce service variability, and eliminate process gaps.Develop audit-readiness frameworks ensuring compliance with OIA and Otech policies.Oversee internal corrective/preventive action (CAPA) tracking and governance dashboards.Strategic Partner ManagementServe as primary coordinator for partners during capability uplift and transition phases.Track milestones, training, knowledge transfer, Omanization and handover schedules.Monitor partner delivery SLAs, quality of deliverables, and compliance with Otech’s operational standards.Ensure effective governance for external partnerships, vendor onboarding, and contractual reporting.Drive alignment between partner-delivered frameworks and Otech’s internal operations during steady-state transition.Capability Development & Resource EnablementDevelop cybersecurity training and certification roadmaps aligned with capability uplift and Omanization objectives.Coordinate with HR functions to implement career frameworks, skill matrices, and professional development paths.Conduct maturity assessments for cybersecurity competencies and track progression using defined benchmarks.Support leadership in defining organization design and resourcing plans for emerging domains (e.g., GRC, cloud security, threat intel).Service Analytics and AutomationOversee the creation of integrated Power BI dashboards for performance, SLA, and risk tracking.Collaborate with Automation and ITSM teams to design workflows for service reporting, approvals, and reviews.Implement analytics-driven insights for risk prediction, workload management, and service optimization.Drive automation adoption across cybersecurity delivery and governance processes.Stakeholder and Cross-functional CollaborationLiaise with other teams to ensure cohesive delivery reporting and KPI alignment.Represent Cybersecurity Enablement in board or steering committee presentations.Provide executive-level summaries for performance trends, improvement actions, and risk mitigation.
