Location: Sohar, OmanProject: Brownfield Expansion ProjectEmployment Type: Full-Time | Long-Term AssignmentExperience: Minimum 10 years of total experience, including at least 5 years in relevant HSE rolesIndustry Experience: Construction, Oil & Gas, Petrochemical or Industrial ProjectsEducation: Bachelor's Degree in Engineering, preferably Environmental, Safety, Chemical or related disciplineCertification: NEBOSH IGC – MandatoryPosition PurposeWe are seeking an experienced HSE Engineer to support a major Brownfield Expansion Project in Sohar, Oman. The successful candidate will be responsible for implementing and monitoring HSE requirements, conducting risk assessments and inspections, supporting incident investigations, and ensuring compliance with project, client and regulatory requirements.The ideal candidate should have strong experience in industrial/construction environments, preferably with exposure to brownfield projects, live plant operations and high-risk activities.Key ResponsibilitiesImplement and monitor project HSE plans, procedures and requirements.Conduct regular site inspections, HSE audits, risk assessments and compliance reviews.Prepare and review Risk Assessments, Job Safety Analyses (JSA), Method Statements and other HSE documentation.Monitor high-risk activities including PTW, SIMOPS, LOTO, confined space entry, working at height, lifting operations, excavation and hot work.Support incident, near-miss and unsafe-act investigations, including root cause analysis and corrective actions.Monitor contractor and subcontractor HSE performance and ensure timely closure of identified findings.Conduct toolbox talks, safety briefings and HSE awareness sessions.Promote a strong safety culture among employees, contractors and other project stakeholders.Monitor compliance with applicable Oman HSE regulations, client standards and project requirements.Maintain accurate HSE records, statistics, inspection reports and compliance documentation.Assist in emergency preparedness, drills and response activities.Identify opportunities for continuous improvement in project HSE performance.Coordinate with project management, construction teams and other stakeholders on HSE-related matters.Required Skills & CompetenciesStrong knowledge of industrial and construction HSE practices.Good understanding of risk assessment, incident investigation and HSE auditing.Experience working in brownfield, shutdown, expansion or live-plant environments is highly desirable.Good knowledge of HSE legislation, standards and industry best practices.Strong communication, interpersonal and leadership skills.Ability to work effectively with multinational teams, contractors and subcontractors.Proficiency in Microsoft Office and HSE reporting/documentation tools.Preferred ExperienceExperience in Oil & Gas, Petrochemical, Mining, Metals or other heavy industrial projects.Previous experience working on major client-led projects with stringent HSE requirements.Experience managing contractor HSE compliance and site activities.
