Job Title: Project Manager-Villa & Ancillary - Section: Project Management -Department: Development Job Level: Manager - Reports to: Head of Development Purpose: To provide design and construction project management expertise and direct all phases of the project’s portfolio from conception to implementation within approved project parameters while ensuring alignment with SDIC’s overall project vision, industrial best practices, world class standards and statutory guidelines to meet stakeholder satisfaction and achieve successful completion and handover of projects. Responsibilities: Strategic Contribution: - Lead and ensure the effective implementation of the approved strategic plans within the assigned section to ensure successful achievement of overall department objectives. People: - Proactively develop, coach and train staff of Project. - Set targets and evaluate performance of subordinates - Advise and assist all members of the team in discharging effective and efficient technical services on all outputs required. Operational: - Lead the development of assigned projects within SDIC from concept to delivery stage until completion by employing appropriate project management techniques, resource planning, risk assessment, vendor management and value engineering initiatives. - Oversee proper handover of projects upon completion of the delivery phase while ensuring agreement with other authorities on asset transfer terms and conditions. - Manage various stakeholders’ interface and ensure that interfaces are managed well in advance and risks are mitigated. - Address project deviations from plans and escalate whenever required as per the defined delegation of authority. - Ensure that the project within the area of responsibility is completed in line with the time deadlines, within cost budgets/profitability standards and to the specified quality and functional standards. - Ensure effective coordination with various key stakeholders such as government regulatory authorities, investors, key stakeholders, consultants, contractors, service providers, operators and all sections are carried out with highest standards of business ethics, whilst promptly attending to all critical issues in-order to ensure the services required by the organization are delivered in the most effective manner. - Collaborate with other projects managers/directors, corporate center and contractors to ensure all operations are smoothly facilitated. - Lead the effective coordination with design consultants to prepare project designs and specifications of the project from the design conceptualization stage through to the detailed engineering design stage to ensure smooth project operations. - Ensure that the construction of the projects meets the quality, time, and budget requirements through regular monitoring and reviewing of actual vs. expected levels. Manage the relationship with consultants and contractors during the construction phase to ensure performance as per contractual agreements. - Manage post contractual issues such as variations and claims to protect the SDIC’s interests. - Monitor the financial transactions in relation to the project such as invoice verification and payments. - Conduct site visits during construction to ensure that all planned schematics are materialized accordingly. - Ensure compliance to all relevant quality, health, safety and environmental management procedures and controls to guarantee employee safety, compliance, delivery of high-quality products/service and a responsible environmental attitude. Related Assignments: - Perform other related duties or assignments as directed. Key Performance Indicators: - Frequency of feedback and appraisal meetings. - Performance of consultants and Contractors assigned to projects - Effective translation of project design and development specifications through to construction and delivery phases with minimal discrepancies or Shortcomings. - Completion of assigned project phases within the stated time, budget, and quality requirements. - Effective communication between project teams and Authorities/Consultants/Contractors/Operators/S&M and speedy resolution of issues. - All department MIS statements and reports are prepared timely and accurately and meet SDIC policies and requirements. Authorities: - As per the SDIC Policies and Procedures Manual. Education & Experience: - Bachelor’s degree in Engineering. - Experience in design & construction of luxury residential projects, as well as social activities projects. - A minimum of 10 years of experience in project management. - Preferable to have a PMP Certificate.
