font-size: 14px;" fr-original-style="margin-left:.5pt;"><b style="mso-bidi-font-weight: normal;">2) Program Governance and Delivery Control (Portfolio Ownership)</b></p><li>Develop the master NRW rollout plan: phases, milestones, dependencies, resource plan, risks, and recovery actions.</li><li>Run governance cadence: weekly field-performance review, monthly steering, and quarterly benefits audit.</li><li>Define standards and quality gates for DMA readiness, commissioning, PRV acceptance, leak repair verification, and handover documentation.</li><p style="margin-left: 0.5pt; font-size: 14px;" fr-original-style="margin-left:.5pt;"><b style="mso-bidi-font-weight: normal;">3) DMA Rollout, Commissioning and Integrity</b></p><li>Define DMA standards (boundaries, valve strategy, inlet flow meters, telemetry points, and critical pressure points).</li><li>Drive commissioning: boundary closure validation, inlet meter verification, stabilization period, and DMA integrity pass/fail criteria.</li><li>Ensure daily monitoring of DMA KPIs (MNF, inlet flow, pressure stability) and translate trends into field actions.</li><p style="margin-left: 0.5pt; font-size: 14px;" fr-original-style="margin-left:.5pt;"><b style="mso-bidi-font-weight: normal;">4) Active Leakage Control (ALC) and Field Execution</b></p><li>Plan and execute leakage operations: screening, pinpointing, repair coordination, and post-repair verification.</li><li>Set and manage productivity norms (survey coverage/day, find-rate, pinpoint accuracy) and enforce QA to prevent rework.</li><li>Manage backlog rules with severity-based response times and tight closure discipline.</li><li></li><p style="margin-left: 0.5pt; font-size: 14px;" fr-original-style="margin-left:.5pt;"><b style="mso-bidi-font-weight: normal;">5) Pressure Management and PRV Operations</b></p><li>Identify candidates for pressure management and implement PRVs, rezoning, and valve control strategies as required.</li><li>Define setpoints and operating philosophy (fixed, modulating, or critical point control where applicable).</li><li>Monitor pressure stability and alarms; correlate pressure changes with bursts, complaints, and leakage run-rate.</li><p style="margin-left: 0.5pt; font-size: 14px;" fr-original-style="margin-left:.5pt;"><b style="mso-bidi-font-weight: normal;">6) Repair Coordination and Closure Discipline</b></p><li>Coordinate repair response and reinstatement quality to reduce repeat leakage and customer complaints.</li><li>Enforce closure workflow: Found → Repaired → Verified → Documented → DMA trend improved.</li><li>Validate savings using MNF trend shifts, inlet flow reduction, and targeted field re-checks when required.</li><p style="margin-left: 0.5pt; font-size: 14px;" fr-original-style="margin-left:.5pt;"><b style="mso-bidi-font-weight: normal;">7) Contractor Management, QA/QC and HSE</b></p><li>Manage internal teams and contractors via SLAs, method statements, non-conformance reporting (NCRs), corrective actions, and recovery plans.</li><li>Enforce HSE in field operations (night work safety, traffic management, and confined-space controls where relevant).</li><li>Maintain audit-ready evidence: GPS-tagged logs, photos, test records, commissioning documents, and as-builts.</li><p style="margin-left: 0.5pt;
