Job titleSr. Specialist Procurement Performance Management Grade StreamOQEP FunctionContracts & Procurement  LocationOman - MuscatBudget control*OPEX and/or CAPEX and/or Revenue amount as relevant*Projects Delivery Contracts Reporting toManger Center of Excellence C&PDirect Reports  NA  Job purpose The Senior Specialist – Procurement Performance Management plays a critical hands-on technical role in administering, optimizing, and supporting procurement systems, data, and performance reporting platforms across the Contracts & Procurement (C&P) function. The role provides system administration, analytical, and reporting expertise across SAP MM, Procure-to-Pay (P2P) processes, tendering platforms, dashboards, and performance analytics, ensuring data integrity and compliance, system reliability, automation, and actionable insights in support of Procurement Performance Management (PPM) and Tender Board Secretariat (TBS) operations. The position enables strong governance, transparency, compliance, and performance improvement by maintaining robust systems, resolving complex technical issues, and delivering accurate, timely, and decision-ready procurement insights aligned with OQEP objectives. The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.Main tasks and responsibilities Procurement Systems Administration & Technical Enablement Act as the technical focal point and system administrator for procurement performance systems, including SAP MM, P2P processes, and tendering platforms. Support configuration, testing, and enhancement of SAP MM procurement functionalities, including master data accuracy, reporting structures, and process controls. Administer and support tendering platforms (e.g., Tawreed, Sahl), including workflow support, data validation, user assistance, and report extraction. Perform root-cause analysis and resolution of system and data issues, coordinating with IT, shared services, and vendors as required. Support system upgrades, patches, UAT activities, and controlled deployment of new system functionalities.  Procurement Performance Data, Dashboards & Analytics:Design, build, and maintain procurement performance dashboards and analytical reports, ensuring accuracy, consistency, and alignment with PPM and TBS requirements.Develop automated and ad-hoc reports covering spend analysis, cost savings, budget tracking, cycle times, compliance indicators, vendor performance, and risk metrics.Extract, cleanse, reconcile, and analyze data from SAP, tendering platforms (Tawreed), and related systems to support management reporting and decision-making.Ensure reporting outputs meet governance, audit, and compliance standards and support transparency across procurement activities.Engage & collaborate with external stakeholders, value partners, shared services, and other Centers of Excellence to support the enhancement of C&P function service standards. Procurement Performance Management & Standards SupportSupport the preparation, monitoring, and reporting of procurement KPIs, budgets, and performance metrics in line with approved frameworks.Assist in cross-functional annual procurement planning by consolidating data, validating inputs, and supporting performance tracking.Contribute analytical insights that support cost optimization, efficiency improvement, and service delivery performance. Policy, Compliance, Audit & Risk SupportSupport the implementation and maintenance of procurement policies, procedures, and controls through system configuration, reporting, and monitoring mechanisms.Assist in compliance monitoring activities by generating system-based evidence, reports, and dashboards.Identify data, process, and system gaps and support continuous improvement initiatives across procurement operations.Support audit and assurance activities by providing accurate system data, reports, and technical explanations. Vendor Data & Performance Analytics SupportMaintain and administer vendor master data, categorization structures, and performance datasets within procurement systems.Support vendor performance measurement through data analysis, dashboards, and reporting, ensuring consistency and traceability.Assist in governance-related vendor activities, including performance reporting, issue tracking, and system-based support for vendor complaints and payment monitoring.Support market intelligence analysis through structured data collection and reporting.Support the enhancement of ICV implementation efficiency by assisting in the development and maintenance of vendor categorization databases, including SMEs, local community contractors, and vendor development program participants.Support awareness-raising and training activities by assisting stakeholders in understanding and correctly using the tender policy and complying with tendering processes. Tender Board Secretariat (TBS) Systems & Reporting SupportProvide system, data, and reporting support to Tender Board Secretariat activities, ensuring accuracy and completeness of tender-related information.Support preparation of tender reports, analytics, and dashboards required for governance, review, and audit purposes.Assist in awareness and training activities by supporting stakeholders on correct system usage and data requirements related to tendering processes. Key interactionsInternal: Upstream, OQ assets, IDS, Assurance, Governance, Tender Committee, End Users Departments, Finance  External: Contractors, Vendors & Suppliers, Oil & Gas Operators, JVs/Partners, System vendors, Solution providersNotable Working Conditions. Office environment, intensive computer screen use, sporadic visits to operation site, traveling, when possible and needed.Education requirementsMinimum qualification is bachelor’s degree in engineering, Supply Chain, Production Operations Management, Analytics, Data Science or equivalent.LanguageExcellent knowledge of written, read, and spoken English (required), Arabic - Native (desirable) Background and experienceCompetencies and skills 6+ years of relevant experience in a similar role in Oil & Gas IndustryStrong hands-on experience with SAP MM, including P2P processes, reporting, and system troubleshooting.Hands-on administration and support of tendering platforms (e.g., Tawreed, Sahl) or similar platformsProven experience in dashboard development, reporting, and data analytics and AIExperience supporting Tender Board processes from a systems and reporting perspective.Practical knowledge of Omani tender law and procurement procedures.Oil and Gas / Energy industry experience essential (Commercial & downstream exposure) for the related processes / areas.
