Public Debt Expert / خبيرالدين العام

الغرض من الوظيفة:
هي تقديم الرأي الفني الذي يقع ضمن مهام وظيفته وفيما يعرض عليه من بالاعمال التخصصية الخاصة بأنشطة المديرية وفقا لإصدار الدين
المهام والمسؤوليات:

يخضع شاغل هذه الوظيفة للتوجيه العام من مدير عام وحدة إدارة الدين العام.
يقوم بوضع وتنفيذ خطة الاقتراض السنوية بما يتماشى مع استراتيجية الديون متوسطة الأجل.
يقوم بمراقبة تطورات السوق وتقديم المشورة بشأن التوقيت المناسب لتأمين التمويل المعتمد لهذا العام.
يقوم بتنفيذ الاستراتيجية المعتمدة وإدارة محفظة الدين في ضوء المعايير المحددة.
يقوم بإدارة إصدار الأوراق المالية الحكومية، بما في ذلك أذون وسندات الخزانة، والمساهمة في تطوير سوق السندات بالعملة المحلية.
يساهم في تحديد تسعير واستحقاق الأوراق المالية المحلية الحكومية بناء على منحنى العائد السيادي وعوامل المخاطرة المختلفة بما في ذلك مخاطر التمديد / إعادة التمويل ومخاطر أسعار الفائدة وما إلى ذلك.
يقدم تحديثات حول أداء السوق والسوق الثانوية للأوراق المالية الحكومية.
يقوم بتطوير والحفاظ على العلاقات مع المقرضين والمستثمرين ، والعمل عن قرب وبالشراكة مع فريق علاقات المستثمرين.
يقدم اقتراحات مستمرة بهدف تحسين سياسات وعمليات الاقتراض.
يقوم بالتفاوض مع المقرضين بشأن شروط وأحكام القرض للحصول على التمويل بأقل تكلفة ممكنة مع الأخذ بالإعتبار الإرشادات و التوجيهات ذات الصلة.
يقوم بتحليل مقترحات التمويل الواردة وتقديم الإقتراحات اللازمة لعرضها على الإدارة العليا.
يقوم بإتخاذ الإجراءات اللازمة لعقد القروض العامة –المحلية و الأجنبية- وتنفيذها و متابعة التنفيذ بحسن إدارة و متابعة محفظة الديون، لحين سداد القروض و الفوائد وأي أعباء مالية أخرى.
يؤدي ما يسند اليه من اعمال اخرى مماثلة

المؤهلات العلمية:

درجة البكالوريوس في المالية او المحاسبة أو ما يعادلها.

المؤهلات المهنية:

(يفضل) CFA – CMA – CPA – FMVA – FRM-ACCA

الخبرة العملية:

14 إلى 16 سنة من الخبرة ذات الصلة.

اللغات:

إجادة اللغة العربية.
إجادة اللغة الإنجليزية.

المهارات التقنية:

إجادة استخدام برامج Microsoft Office.
يفضل الإلمام بالأنظمة والبرامج المالية المتخصصة.

Job Purpose:
The main job purpose is to provide technical opinions falling within the scope of the job holder’s duties, as well as on specialized matters referred to them related to the Directorate’s activities, in accordance with debt issuance operations.
Duties and Responsibilities:
• The position holder is subject to general guidance and direction from the Director General of the Public Debt Management Unit.
• Develops and implements the annual borrowing plan in line with the medium-term debt strategy.
• Monitors market developments and provides advice on the appropriate timing for securing the financing approved for the year.
• Implements the approved strategy and manages the debt portfolio in accordance with defined benchmarks and limits.
• Manages the issuance of government securities, including Treasury bills and bonds, and contributes to the development of the local currency bond market.
• Contributes to determining the pricing and maturity structure of domestic government securities based on the sovereign yield curve and various risk factors, including rollover/refinancing risk and interest rate risk, among others.
• Provides updates on market performance and the secondary market for government securities.
• Develops and maintains relationships with lenders and investors, working in close coordination with the Investor Relations team.
• Provides ongoing recommendations aimed at improving borrowing policies and operational processes.
• Negotiates loan terms and conditions with lenders to secure financing at the lowest possible cost, in line with relevant guidelines and directives.
• Analyzes financing proposals and submits recommendations for review by senior management.
• Undertakes the execution of public loans (domestic and foreign) and ensures proper implementation and follow-up, including effective management of the debt portfolio until full repayment of principal, interest, and any other financial obligations.
• Performs any other duties of a similar nature as assigned.
Minimum Qualifications and Requirements:

Educational Qualifications: Bachelor’s degree in Finance, Accounting, or any other relevant field
Professional Qualifications: Preferable ACCA, CFA, CMA, CPA, FMVA, FRM
Work Experience: 14 to 16 years of related work experience

Languages:

Fluency in Arabic
Fluency in English

Computer skills:

Proficiency in MS Office is must
Experience with business related software is desirable
