JOB PURPOSE: The Chief Financial Officer (CFO) is the senior-most financial executive at Mazoon Mining Company, responsible for providing strategic financial direction and robust financial control across the Finance, Accounting, Contracts, and Procurement functions. The CFO ensures the Company's financial sustainability, effective capital stewardship, and value-for-money procurement throughout the project development, commissioning, and operational phases of a 2.5 Mtpa copper processing operation, supporting long-term shareholder value creation for Minerals Development Oman (MDO). DUTIES AND RESPONSIBILITIES: STRATEGIC LEADERSHIP 1. Financial Strategy & Planning • Develop and execute the Company's financial strategy in alignment with its overall business plan and Board-approved objectives. • Provide strategic financial input to the CEO and leadership team on capital allocation, investment decisions, and long-range planning. • Conduct financial due diligence on new projects and provide analysis to support executive and Board decision-making. • Serve as a member of the executive leadership team and participate in key decisions pertaining to strategic initiatives and operating models. FINANCIAL MANAGEMENT 2. Budgeting & Forecasting • Prepare, manage, and monitor the annual OPEX and CAPEX budgets; report performance against budget to the CEO and Board. • Lead the preparation and presentation of rolling financial forecasts, including Life-of-Mine cost modelling. • Conduct Economic Value Added (EVA) analysis and provide periodic business performance insights to the Board of Directors. 3. Financial Reporting & Accounting • Oversee preparation of monthly, quarterly, and annual financial statements in accordance with IFRS and applicable Omani reporting standards. • Manage month-end and year-end close processes including general ledger maintenance, balance sheet reconciliations, and overhead allocation. • Ensure timely and accurate submission of all statutory financial reports required by government bodies. 4. Treasury & Cash Management • Ensure adequate liquidity to meet operational and project financing requirements at all times. • Monitor cash balances and forecasts, manage debt and equity financing arrangements, and oversee investment of surplus funds. • Manage lender reporting, debt covenant compliance, and banking relationships. CONTRACTS & PROCUREMENT 5. Contracts Management • Lead the end-to-end contracts function including development, negotiation, execution, and administration of all major commercial agreements. • Oversee tender management processes for capital and operational contracts, ensuring transparency, competitiveness, and compliance with Company policy. • Maintain a contracts register and ensure all contractual obligations, milestones, and change orders are tracked, managed, and reported to the CEO. • Advise the executive team on contractual risk, terms, and commercial positions for all significant agreements. 6. Procurement & Supply Chain • Lead the Procurement function to ensure timely, cost-effective, and quality-assured sourcing of goods and services across all Company operations. • Develop and implement a procurement strategy aligned with the Life-of-Mine plan, operational requirements, and MDO governance standards. • Establish and manage preferred supplier frameworks, long-term supply agreements, and vendor performance evaluation programmes. • Ensure all procurement activities comply with applicable Omani regulations, Company policy, and MDO approval thresholds. • Oversee inventory management, warehousing, and logistics to ensure critical spares and consumables availability at all times. PEOPLE DEVELOPMENT 7. Team Leadership & Omanisation • Lead, coach, and develop the Finance, Contracts, and Procurement teams to build organisational capability and depth. • Champion Omanisation targets within all functions under the CFO's oversight. • Evaluate team performance transparently and ensure structured training and career development plans are in place. JOB REQUIREMENTS: Education: Bachelor's degree in Finance, Accounting, Economics, Engineering, or a related field — mandatory. • Professional accounting qualification (CPA, CA, ACCA, or CMA) is highly desirable. • An MBA or Master's degree in Finance, Supply Chain, or Business Administration is an advantage. Certifications: CPA, CA, ACCA, or CMA preferred. CIPS (Chartered Institute of Procurement & Supply) or equivalent is an advantage. Experience:Minimum 15 years of progressive experience in finance, contracts, and/or procurement in a heavy industrial setting. • At least 5 years of executive-level financial and commercial leadership (CFO, Finance Director, Commercial Director, or equivalent). • Proven track record managing finance and procurement functions for major capital projects including project financing, construction contracting, and operational ramp-up. • Experience in the mining, oil & gas, or large-scale industrial sector is essential. • GCC regional experience, particularly Oman, is highly preferred.
