JOB PURPOSE The Contracts, Procurement & Warehouse Manager provides strategic leadership across Mazoon Mining’s end-to-end supply chain, ensuring resilient, cost-effective, and compliant operations. This role drives procurement excellence, contract governance, logistics optimization, and inventory reliability to safeguard uninterrupted plant operations. Beyond operational execution, the position champions ICV development, supplier performance improvement, and digital transformation initiatives, while embedding HSE and quality standards into every process. The manager also leads structured claims and dispute resolution, ensuring Mazoon’s commercial interests are protected and advanced. MAIN TASKS, DUTIES AND RESPONSIBILITIES CONTRACTS DEVELOPMENT & MANAGEMENT • Develop/implement and manage contract administration processes and procedures. • Lead the preparation, review, negotiation, evaluation, and award of contracts for goods and services. • Ensure all contracts comply with company policies, legal requirements, and governance standards. • Monitor contractor performance and ensure contractual obligations are fulfilled. • Manage contract renewals, amendments, claims, variations, close-outs, measurements, invoices and dispute resolution processes. • Maintain contract databases and documentation for audit and compliance purposes. • Coordinate with legal, technical, and operational departments during contract development and execution. PROCUREMENT & STRATEGIC SOURCING • Develop and execute procurement strategies aligned with business objectives. • Lead sourcing, tendering, bid evaluation, and supplier selection processes. • Ensure cost-effective procurement while maintaining quality, reliability, and timely delivery. • Negotiate pricing, commercial terms, and framework agreements with suppliers. • Establish and maintain approved vendor databases and supplier qualification systems. • Analyze procurement spending and identify cost-saving opportunities. • Monitor market trends, supplier capabilities, and supply chain risks. • Ensure compliance with procurement policies and ethical sourcing practices. • Develop and maintain analytical tools to support contracting and procurement strategies WAREHOUSE & INVENTORY MANAGEMENT • Lead warehouse operations and inventory control activities 24X7. • Ensure proper receipt, inspection, storage, preservation, issuance, disposal and tracking of materials. • Develop inventory optimization strategies for critical spares and operational materials. • Monitor stock levels, inventory turnover, and obsolete inventory management. • Conduct periodic stock audits and cycle counts. • Ensure warehousing practices comply with HSE and asset management requirements. • Implement inventory accuracy and warehouse performance improvement initiatives. • Manage warehouse systems and materials management processes within ERP/CMMS platforms. • Coordinate with Operations and Contracts teams to ensure timely availability of materials and to minimize maintenance delays LOGISTICS MANAGEMENT • Manage inbound and outbound logistics operations, including local and international shipments. • Coordinate transportation of equipment, spare parts, reagents, consumables, and project materials. • Ensure compliance with customs regulations, import/export requirements, and shipping documentation. • Optimize freight costs, transportation routes, and logistics efficiency. • Develop relationships with freight forwarders, customs agents, and logistics service providers. • Monitor shipment status and resolve logistics issues impacting operations. LOCAL CONTENT & ICV • Lead the development, promotion, and continuous improvement of local content, LDI, and the local Omani market within Mazoon's contracts and procurement activities. • Assure and sustain the Local Market Development Strategy while maintaining the Company's long-term commercial position. • Maintain and implement ICV requirements in contracts, aligned with OIA ICV guidelines and procedures. RISK, COMPLIANCE & GOVERNANCE • Maintain full understanding of corporate and departmental governance, Contracts & Procurement manuals, policies and procedures, Local Content Policies, Tender Committee processes, and Requisition-to-Pay processes. • Identify specific risk mitigation measures, such as requirements for insurances, bonds, and guarantees, and document these in all contracts in accordance with local rules, regulations, and best practice. • Work with end-users and relevant stakeholders across Mazoon to identify contractual risks and develop mitigation measures to be incorporated into relevant contracts. • Work with corporate finance to ensure adherence to broader finance and risk requirements, such as funding requirements and billing/approval policies. • Ensure signed contracts are communicated to all relevant parties to support implementation, visibility, awareness, and interpretation. • Ensure that contractors follow or exceed all Omani law and MMC/MDO standards in relation to HSE. PEOPLE & KNOWLEDGE MANAGEMENT • Develop and share best practices, work processes, systems, and tools based on experience gained across a portfolio of projects. • Complete an effective knowledge transfer plan for growing and developing team members and streamlining personnel changes. • Ensure compliance with Company safety policies and procedures and contribute to the development of a strong safety culture. • Maintain up-to-date awareness of all relevant safety requirements and policies. MINIMUM QUALIFICATIONS Education: • Bachelor’s degree in Engineering, Contracts and Procurement, Supply Chain Management, or a related field — required. Experience: • Minimum 10 years of experience in Contracts, Procurement, Logistics, Warehouse, or Supply Chain Management with at least 8 years in the mining/Metal processing industry. • At least 5 years in a leadership or managerial role. • Experience in mining, mineral processing, heavy industry, metals, manufacturing, or large industrial Operations is highly desirable • Prior experience in warehouse or inventory management is highly desirable. Technical Skills: • Contract management, tendering, and procurement processes, including claims management and contract close-out. • Warehouse and inventory management, including stock control and materials management systems. • Good knowledge of ERP systems and database management. • Excellent knowledge of MS Office (Word, Excel, PowerPoint).
